This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) number FA480920Q0125. This requirement is being solicited as a small business set aside. The NAICS code for this requirement is 334310 with a size standard of 750 Employees. � This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 Effective 31 Aug 2020. NOTICE TO OFFERORS: Funds are not presently available for this contract. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. Public Address System for the Seymour Johnson AFB Fire Department 1.�� �Vendor shall propose solution for indoor/outdoor speaker systems for Bldgs 4601 and 4811. 2.�� �All speakers must have individual volume control; must compensate for ambient noise. 3.�� �Vendor shall provide IT system solution capable of controlling both PA systems for both buildings.� 4.�� �Vendor shall provide IT equipment necessary for the operation of the PA system; this is to include all hardware (cabling, switches,transformers, etc). 5.�� �Vendor shall provide Inspection and Maintenance Plan for one (1) base year and four (4) option years. �Plan shall include a proposed inspection schedule (at a minimum shall include yearly inspections) and maintenance plan. �Additional repair and labor costs shall be negotiated at the time incurred. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A site visit has been scheduled for Wednesday, 23 September at 9:00 AM EST. Contractors should be at the SJAFB Visitors center no later than 8:30 AM EST to allow time for obtaining vehicle passes. Submit the name of all attendees via e-mail no later than 12:00PM EST on Tuesday, 22 September 2020. Only one site visit will be held. Vendors must be registered and/or enrolled in Wide Area Workflow (WAWF) for purpose of invoice/payment if awarded the contract. FAR 52.212-2, Evaluation � Commercial Items� �(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: best value. �(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). �(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
