Black 508807 Date: 2020.06.11 10:24:33 -07'00' Redding Police Radio System Objective: The objective of this Statement of Work (SOW) is to install upgraded two-way communications equipment at the VA Redding Police Services Office, which in-turn shall enhance the existing two- way radio equipment and system used by the VA Mather-VA Redding Police Department to better provide for advanced capabilities, increase local interoperability, and expanded VA VISN21 Emergency Regional Communications. General Information: Contractor shall provide and furnish all materials, components, hardware, software, and services described in the statement of work to implement and support the modernization of the Northern California Health Care System (NCHCS) Police Dispatch Center. Scope of Work: The Contractor shall provide all parts, materials, labor, supervision, test equipment, and technical manuals necessary to perform the requirements of the VA Mather-VA Redding Police Two-Way Radio Communications System requirements. System should be able to provide radio coverage in a 100,000 square foot facility, and communicate with other Northern California Health Care facilities. Specifically, all required work by this contract shall be performed in accordance with manufacturers specifications listed here and this statement of work. The Contractor shall furnish, install, and program; One (1) GTR8000 Repeater and Antenna. Repeater must support Advanced Encryption Standard (AES) per FIPS 140-2 regulations for secure federal communications and must include applicable antenna and cable connections. Repeater must operate on current VA Northern California Health Care System Frequencies. Repeater must be compatible with existing infrastructure at Mather VA and located throughout VISN21, and must be compatible with the City of Redding and County of Shasta for interoperability purposes. Due to the intent of this equipment linking to and communicating with existing Motorola zone cores and operating on existing systems that employ AES encryption, as well as linking to other VA facilities that currently employ similar equipment, only NAME BRAND, EXACT MODELS will be accepted. Two (2) APX 8000 All Band Model 2.5 Portable Radio. Radio must operate on current VA NCHCS Frequencies. Radios must be compatible with existing infrastructure at VA Mather and located throughout VISN21 as well as be able to re-use existing chargers and various accessories. Therefore, radio equipment must be Name Brand Model only . Model specific information provided below. Install One (1) GGM 8000 CCGW. (Government Furnished) Gateway router must provide clear demarcation point between the existing IP network architecture and ASTRO 25 systems, the gateway must act as a multi-purpose network communications platform, constructed to interconnect devices and networks. Two (2) SmartZone Operation (ADD) Two (2) 5Y Essential Service (ADD) Two (2) AES Encryption and ADP (ADD) Two (2) P25 9600 Baud Trunking (ADD) Two (2) TDMA Operation (ADD) Two (2) OTAP Provisioning (ADD) Two (2) Astro Digital CAI Operation (ADD) One (1) Multi Unit Charger Two (2) Remote Speaker Mic s Two (2) packs of (5) MCC 7100 channel licenses, one for each computer Installation and Maintenance System implementation is requested and should include design, installation, optimization, programming, project management, network IP interface, documentation, and final acceptance test. The system implementation will need to be connected to VA Mather zone core via IP/Ethernet connection or leased MPLS circuits. Contractor shall provide enhanced maintenance support to VA Police Service to include technical support 24/7/365, dispatch services, on-site infrastructure repair, advanced replacement option for infrastructural repair, network preventative maintenance, repair service advantage (RSA), and local radio support. Work Schedule: Hours of Work for install and Preventive Maintenance are defined as Monday through Friday from 8 a.m. to 5 p.m., excluding Federal Holidays or as otherwise arranged with the Contracting Officer representative (COR). Hours of work for Emergency repairs are undeterminable based upon the nature, time, and day of the emergency; these hours of work performed outside of normal working hours of coverage at the request of the Contracting Officer or the COR shall be billed at the price listed in section B. The ten holidays observed by the Federal Government are: New Year s Day, Martin Luther King Jr. Day, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, and Christmas Day. Also, any other day throughout the year that may be designated by the President of the United States as a national holiday. General requirements: a. Security The Contractor shall ensure the security of all procured or developed systems and technologies, including their subcomponents (hereinafter referred to as Systems ), throughout the life of this contract and any extension, warranty, or maintenance periods. This includes, but is not limited to workarounds, patches, hotfixes, upgrades, and any physical components (hereafter referred to as Security Fixes) which may be necessary to fix all security vulnerabilities published or known to the vendor anywhere in the Systems, including Operating Systems and firmware. The vendor shall ensure that Security Fixes shall not negatively impact the Systems. Delivery The Contractor s actual delivery dates will be confirmed by VA upon award. The Government s Beneficial Use/Acceptance date of the VANCHCS Redding VA Clinic is 01/31/2021. Due to construction timelines and possible delays, the completion date of VANCHCS Redding VA Clinic may change and the contractor shall adjust days at no cost to the government. Estimated Delivery No Later Than 4-6 weeks after BOD. Location: 3455 Knighton Road, Redding, CA 96002 Preventive Maintenance: The Contractor shall perform annual preventive maintenance inspections on the one (1) year anniversary month or shortly thereafter from the date of system acceptance by NCHCS, or as otherwise arranged with the COR, in accordance with established preventive maintenance manuals for the equipment listed in the final schedule. The Contractor shall utilize the Original Equipment manufacturers established procedures and checklist or Contractor provided equivalent satisfactory to the COR. A Field Service report shall be supplied to the COR at the completion of each preventive maintenance inspection. Preventive maintenance inspection services shall include, but not limited to the following: Cleaning of all associated equipment. Completing Original Equipment Manufacturer Field Service updates for operational and reliability engineering change notices. Calibrating and checking proper frequency. Testing and replacing faulty and worn parts. Inspecting/replacing all mechanical components including, but not limited to: Cables and mounting hardware, chains, belts, bearings and tracks, interlocks, clutches, gears, and motors for mechanical integrity, safety, and performance to Original manufacturers specifications. Performing remedial maintenance of non-emergent nature. Inspecting/replacing electrical wiring and cables for wear and fraying. Replacing any Original manufacturers labels, decals, or warning tags that are not legible. Returning the equipment to operating condition defined in Original Equipment Manufacturers specifications. Providing documentation of services performed. The Contractor shall notify the Contracting Officer of the existence or development of any defects in, or repairs to the equipment covered under this contract which the Contractor considers s/he is not responsible for under the terms of the contract, such as operator misuse. All exceptions to the Preventive Maintenance Inspection schedule shall be arranged and approved in advance with the Contracting Officer.
