- THIS ACQUISITION IS FOR 100% NATIVE OWNED SMALL BUSINESS SET ASIDE UNDER THE BUY INDIAN ACT (25 U.S.C.) The offeror represents as part of its offer that it [ ] does [ ] does not meet the definition of Indian economic enterprise as defined in 1452.280-4. The Bureau of Indian Affairs (BIA) is soliciting offers to procure Digital Library for Sherman Indian School. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 140A2320Q0514 herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020 08. The solicitation is set aside for Indian Small Business Economic Enterprises (ISBEE) STATEMENT OF WORK (SOW) SHERMAN INDIAN HIGH SCHOOLACADEMIC DEPARTMENT Distance Learning Curriculum Program & Digital Library Scope: To identify a platform for Distance Learning for the 2020-2021 school years. There are many features we are seeking to maintain the flexibility we require to offer a hybrid model of instruction for our students. We are seeking a platform that enables us to provide the scope, sequence, and rigor that we provide when offering traditional education and that align with the state of California, the Common Core State Standards, our graduation requirements and approved course listings (a-g) through the University of California system. This must also include the availability of career technical education, fine art, and physical education courses and access to the Honors level curriculum. Technical Requirement: Technical requirement will need to include differentiated materials, note-taking possibilities, visual teaching aids (notes, highlighting, and videos), and must be web base in order to implement a successful Distance Learning program during the COVID-19 Pandemic. Below are a number of must have features: - research and evidence-based instruction that provides remediation and rigor - comprehensive course catalog including core, elective, and career technical education offerings - aligned with California curricular requirements and expectations developed by experts - customizable curriculum and instructional supports for blended models - scope and sequence alignment - meets the University of California A-G requirements - opportunities for cross-curricular activities and lessons - access to college prep and enrichment courses - flex assessments for differentiation of course content - customization of lessons and units - standardized test preparation - standards-based instruction - teacher lesson/course authoring capability - promotes literacy, builds proficiency, ensures content mastery, and includes real-world applications - provides actionable data in a timely fashion to address student needs - professional development available in the beginning and with ongoing support for curriculum planning - credit recovery options available - certified teachers providing the instruction on videos - Foundational scaffolding of curriculum to aid student growth - integration of text and media in all lessons for every course - a wide variety of instructional strategies to help students process information - differentiation of materials - combination of guided and independent practice - pre-tests, quizzes, assessment checks along the way, and post-tests - instructional support tools embedded into lessons - direct instruction models - vocabulary building mechanisms - background knowledge provisions - reference tools - language other than English translations and visual aids (for English Language Learners) - text to speech audio supports using multiple levels of fluency - incorporated study aids (note-taking, text highlighting, ability to print pages, etc.) - messaging system to communicate with teachers - video transcription to so students can see text and hear the narration of videos - feedback provided throughout lesson content - reading and writing support in all subject areas - additional supports for Special Education students (personalization of weighting and alignment to meet IEP needs) - supplemental materials to allow for differentiation of instruction (blended learning) - flexible digital curriculum with resources - interactive feature including student choice - internship capabilities incorporated into CTE courses - workplace readiness courses - access to social and emotional support curriculum - connection and correlation to assessment data we have available (NWEA, STAR, Smarter Balanced) - collaborative options - various teacher and student reports (assessment, attendance, activity, curriculum, progress-monitoring) Place of Acceptance: Sherman Indian High School 9010 Magnolia Ave, Riverside, Ca 92503-4431 Period of Performance: Date of Award through August 31, 2021 END OF STATEMENT OF WORK (SOW) Please see the attached Sign dimension. Failure to provide for any item shall render the offer nonresponsive and will be rejected. Incomplete offers will not be considered. Award will be made on an ALL or NONE BASIS. CONTRACT CLAUSES: The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
