- ****Q&A : I assume the site visits for the Ted Stevens Marine Research Institute�(TSMRI)�and Little Port Walter (LPW)�Marine Station can be done in one mobilization and is anticipated to take 4 days to complete.� Is that correct?��Yes, this can be done in one mobilization.� Yes, I would plan on 4 days. I assume transportation between the�TSMRI and LPW�Marine Station will be provided by NOAA, however we would be responsible for transportation to/from TSMRI.� Is that correct? I also assume there�s 1 travel day to and from LPW. Also correct?��No, NOAA will not be arranging any transportation to either site.� Travel time to LPW from Juneau is about 1hr.� One possible LPW travel schedule is:� fly early on day 1, complete work, and return late on day 2. I assume the previous SPCC plans will be provided in an editable format (i.e. word, PPT, etc.) and the figures will be available in an editable format (i.e. Auto CAD).�The only copies of the current plan provided will be in PDF. While the text in Section 7.2 of the SOW references hard copies the table only indicates electronic versions and three CDs.� Am I correct in assuming no hard copies will be needed? And are CDs preferred or flash drives?��No, at least one hard copy will be needed for each site.� CD would be preferable.****************************** This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement for services with the following objectives: Verify evaluations of the fuel storage and distribution systems at TSMRI and LPW to determine if significant changes in the fuel storage systems have occurred. Based on the observations made and applicable requirements of 40 CFR 112, the contractor shall amend the provided draft SPCC plan and have the plan certified by a professional engineer authorized in the state of Alaska to certify SPCC plans for TSMRI and LPW. National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Alaska Fisheries Science Center is responsible for environmental compliance at its research facilities Ted Stevens Marine Research Institute (TSMRI) and Little Port Walter Marine Station (LPW).� Due to their locations and aboveground fuel storage capacities, TSMRI and LPW are required to implement and keep current Spill Prevention, Control, and Countermeasure (SPCC) plans that meet applicable Title 40 of the Code of Federal Regulations Part 112 (40 CFR 112) - Oil Pollution Prevention requirements. TSMRI, located at 17109 Point Lena Loop Road, Juneau, Alaska, began operations in 2007.� In 2008 a SPCC plan was implemented that reflected the facility�s fuel distribution system configuration and operations at that time.� The SPCC plan was updated in 2015 and now needs to be renewed.� There have been no reportable fuel spills at TSMRI.� LPW, located on the southern tip of Baranof Island, Alaska, began operations in 1934.� In 1997 a SPCC plan was implemented and subsequently reviewed by a registered engineer in 1999.� An updated plan was created in 2015 and now needs to be renewed.� There have been no reportable fuel spills at LPW.� See attached Statement of Work for more information.� �All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time. All responses must be in writing and sent via email to heather.mahle@noaa.gov, or provide to address indicated in solicitation.� Award will be issued to the Best Value to the Government, considering both Price and Non-Price factors. Emailed Correspondence or Response to Solicitation should reference solicitation, # ABL-20117, in the Subject line and sent to heather.mahle@noaa.gov to ensure it is received successfully.� Evaluation and resulting award anticipated to within 48 hours of due date. This is a simplified acquisition with an estimated value of less than $150,000.00. The following provisions and clauses shall apply to this solicitation and resultant award.
