Description
Notice of Intent Sole Source -�RPS Group, Inc�. The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to RSP Group, Inc 20405 Tomball Pkwy Bldg 2 Ste 200 Houston,�TX,�77070-2284�� This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13. .The purpose of the acquisition is to procure�oil spill simulation software and training that will support FORCECOM Exercise Support Division (FC-ES). The Oil Pollution ACT of 1990 (OPA 90) is mandates the USCG to validate Area Contingency Plans, policies, and response procedures for all ports which handle petroleum products. Following the Exxon Valdez oil spill in 1989, OPA 90 streamlined and strengthened the EPA's ability to prevent and respond to catastrophic oil spills. A trust fund financed by a tax on oil is available to clean up spills when the responsible party is incapable or unwilling to do so. OPA 90 requires oil storage facilities and vessels to submit to the Federal government plans detailing how they will respond to large discharges. The EPA has published regulations for aboveground storage facilities; the Coast Guard has done so for oil tankers. No other company meet the USCG�Training Center Yorktown's requirements for the Oil Map Simulation Software. In the interest of economy and efficiency, the OilMap program�has�logical for use to continue the support that has been used to support the USCG and port partners. In order to support the successful execution of a PREP Area oil spill exercise, oil spill simulation software is needed.� This software is used to establish crucial exercise �ground truth�, which provides the exercise players with the footprint of the simulated oil location and establishes the effectiveness of response resources. The Preparedness for Response Exercise Program (PREP) is dependent on simulations which show the trajectory of the oil spills on the water and provides realistic ground-truth which ultimately allows the exercise participants to make correct decisions. OILMAP is used by the Exercise Support Division (ESD). ESD uses OILMAP during for Full-Scale Exercises (FSE) and Functional Exercises (FE) in multiple areas to include proper operation of the SIMCELL.� The program outputs are used to make response operation decisions, including equipment deployment. This capability is essential to conducting Coast Guard and Inter-Agency response exercises. This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.� All responses shall be submitted to the Contract Specialist, Joseph Perkins via email to joseph.g.perkins2@uscg.mil by�10�AM EST on Tuesday, September 22, 2020 reference� no.70Z02320QP5E03800.� As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with�RPS Group Inc�as the only source and a delivery order will be issued without any additional notices being posted.
