- SPECIAL NOTICE TO SOLE SOURCE: 2032H320N00012 Agency: Internal Revenue Service (IRS) POC: Michelle A. Greene | email:� michelle.a.greene@irs.gov For: Subscription to Dataminr�s Software as a Service (Saas) First Alert for First Response � The Department of the Treasury The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition with Dataminr for First Alert for First Response service access with the approximate start date of September 30, 2020. The U.S. Department of the Treasury HQ (HQ) intends to purchase access to the Dataminr�s commercially available Software as a Service (Saas) First Alert for First Response. �Dataminr is a Twitter Officer Data Partner. First Alert for First Response is a real-time news alerting product suited to our needs and priority initiatives and is compliant with the data providers� terms of service.� First Alert delivers news alerts enabling public sector officials to respond in real-time to new events critical the U.S. Department of the Treasury.� This tool would alert HQ to breaking news events, often before the press, and it would enhance executive official awareness and allow senior Treasury policymakers to make rapid and informed decisions, which are major components of the HQ�s alerts and priorities initiatives. A 7 month base period is contemplated for this acquisition. This is a new service. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EDT on September 22, 2020. Responses shall be submitted to Michelle A. Greene at michelle.a.greene@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities including proof of your status as a Twitter Official Data Partner. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the service mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
