Description
NOTICE OF INTENT TO SOLE SOURCE The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to award on a Sole Source basis a Blanket Purchase Agreement (BPA) for Cadet Washer/Dryer Maintenance to the USAFA Cadet Wing.��This procurement is for the acquisition of a sole source commercial service using simplified procedures in accordance with FAR Part 13. Services required: A. Provide regular maintenance checks on equipment for serviceability on a weekly basis for 12 months (Aug-Jul). 1. At a minimum, weekly between 0730-1630, check washers and dryers to ensure they are operational 2. Repair out of service washers and/or dryers 3. Provide parts needed for the equipment repair 4. Ensure parts are on hand to ensure an on-time repair unless the repair is outside the scope of regular maintenance 5. Respond to out of cycle maintenance (meaning if a machine breaks the day after the service was rendered) within 24 hours 6. Respond to emergency repairs within 24 hours. 7. Conduct a start of year, between 1-5 August and end of year between 27-31 May, inventory equipment and identify needed repairs B. Provide duct cleaning for the 48 units and outside ducts in Vandenberg Hall and the 55 units in Sijan Hall, every three to six months, as needed to mitigate fire hazards C. Hours of operation for access to laundry facilities is 0700-1630/365 days D. Cost estimate must include parts and labor. If labor cost is different for emergency repairservices, please provide labor rates. The North American Industrial Classification System (NAICS) number is 811310 and the business size standard is $8.0M.��� This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals.��DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required services with all of the features and functions of the requirement described in the Statement of Work (SOW) may provide evidence for consideration.��Evidence must support the offeror's claim they can fully provide this requirement.��All qualified sources may submit a response, which if timely received, will be considered by this agency.��Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted.��A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.��Responses must be received no later than 16:00 pm Mountain Standard Time (MST) on 1 October 2020.��Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated.������ The Government does not intend to pay for any information provided under this announcement.��Contractors must have a current registration with the System for Award Management (SAM) at�https://sam.gov/.��The Government intends to award a Blanket Purchase Agreement processed IAW FAR Parts 12 and 13.� Questions should be addressed to the POC Terrie J Wolski, Contracting Officer, (719) 333-8930, terrie.wolski@us.af.mil. 5352.201-9101 OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
