- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �NOTICE OF INTENT THIS IS FOR INFORMATIONAL PURPOSES ONLY.� Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Norfolk District, intends to procure, on a sole source basis, replacement of the survey strut and rail system for the Survey Vessel EWELL.� The Norfolk District is procuring, on a sole source basis from Technology Associates, Inc. (TAI) the fabrication and installation a new survey strut and track system for the Survey Vessel EWELL that were damaged during its use.� TAI is the design-constructor of the vessel and possesses the highly specialized knowledge of the design nuances and fabrication requirements of the componentry and its integration into the vessel's systems.� As the marine architect of record, TAI possesses an intimate working knowledge of the holistic design as well as critical design elements such as the nest or cut files that will allow them to accurately fabricate a direct replacement without concern for potential interferences from ill-fitting replacement parts.� It is uniquely qualified to ensure that new componentry can be fabricated to precise standards and installed into the vessel in a manner that will ensure that there will no degradation of its capabilities.� The survey strut design provided by TAI has been thoroughly tested and proven to provide proper hydrodynamic flow such that the highly sensitive hydrographic sonar equipment receives clean data, as required for payment surveys related to dredging projects.�� All potential responsible sources may submit a response, which if timely received, will be considered by the agency.� This notice of intent is not a request for competitive proposals.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201.� All responses received within 15 days of the posting of this notice, will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
