Description
1. Contracting Activity:� National Institutes for Health/National Cancer Institute (NIH/NCI) Office of Acquisitions (OA) Treatment Services Branch (TSB) 2. The action being approved is for services on a sole-source basis. 3. The contract will provide for Subject Matter Expert for supporting continued growth, coordination and evaluation needs of the Cancer Moonshot Initiative with the combination of skills to advise and assist NCI OD in the continuation of all planning, coordination and evaluation objectives necessary for the success of the Cancer Moonshot Initiative. This is a one-time buy with a total price of $614,218.35 for a total period of 4 years over a base and three option periods. 4. The applicable statutory authority permitting other than full and open competition is pursuant to 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302- 1(a)(2) � Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements.� The applicable regulatory authority is FAR 13.501(a)(1) 5. The services required are restricted to Cn Consulting LLC (60UJ7) under NAICS 541611. 6. The consulting services needed for this task are unique due to the specialized nature of the Cancer Moonshot Initiative. The Cancer Moonshot �effort spans a 7-year total timeline to accomplish the goals of the Moonshot.�The consultant�s involvement across the spectrum of the Cancer Moonshot Initiative and unique prior experience and expertise brings a coordinated approach and continuity to the critical aspects of the ongoing efforts. If the sole source approval is not obtained there will be unacceptable delays in fulfilling the agency�s requirement. The learning curve to bring on a new contractor at this juncture would result in a significant risk to completion of the Cancer Moonshot requirements within the specified timeframe. It is likely that award to any other source would result in substantial duplication of effort and cost. 7. Market Research was conducted via a Sources Sought Notice was posted for 15 days on Beta.Sam to seek other qualified sources. �Only one qualified source was received from the two responses.
