Description
The General Services Administration, Public Buildings Service, Region 9 has issued this solicitation for the establishment of Multiple Blanket Purchase Agreements (BPA) for Asbestos and Lead Based Paint Air Surveying, Sampling, and Monitoring services in all Counties in Hawaii. The work under the BPA will be to provide survey services to determine the condition of asbestos- containing material (ACM), lead based paint (LBP) containing materials, and abatement by conducting testing for abatement of all hazardous material. Additionally, services will also be needed to provide air abatement monitoring of a third party contractor who will perform the ACM and LBP removal. General responsibilities will include, but are not limited to, testing for abatement of all hazardous materials, identification and location of lead containing materials, conducting pre-abatement meetings with the general contractor, reviewing current ACM building reports, collecting pre-air samples to establish a clearance level, conducting visual inspections, providing daily air samples in and adjacent to the containment areas and providing daily air monitoring reports to both the GSA Project manager and GSA Field Office. This RFQ is a total set-aside for small businesses. The applicable North American Industry Classification code (NAICS) is 541620. The Small Business Size Standard for this code is $16,500,000. The RFQ is only be accessible through Google Drive using a GSA Affiliated Customer Account (GACA). Firms that are interested in the RFQ shall contact David Dilks, Contracting Officer, at david.dilks@gsa.gov, and provide their firm�s identification and their firm�s GACA so that they may be provided access once the RFQ is issued. Firms that do not have a GACA should also contact David Dilks for instructions on how to set-up a GACA account.� BPAs will be evaluated annually and may remain in place for up to five years. There will be no overall ceiling for each BPA. The maximum amount for individual BPA Calls is $25,000. The Government intends to award approximately 10 BPAs, although more BPAs may be awarded. Interested firms shall note that a Blanket Purchase Agreement is NOT a contract. If a BPA is established with a firm, the Government is obligated only to the extent of authorized purchases actually made under the BPA. All responsible sources may submit a quotation, which shall be considered by the agency. The anticipated award date is October 30, 2020.
