Description
� Solicitation Notice GENERAL IFB SET-ASIDE NAICS Code: 236220 - Commercial and Institutional Building Construction Solicitation Notice - the USPFO for Indiana will award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Renovation of Barracks Project 8 to include Buildings 204 and 205.Totality of renovation project to be verified through the combination of Statement of Work, Technical Specifications, and Construction Drawings. The project scope includes, but is not limited to, the following alterations to the interior and exterior of specified facilities correcting mechanical, electrical and plumbing deficiencies. The selective demolition of interior and exterior elements as specified, to include open-bay ceilings. The drilling, installation & connection of new geo-thermal well ground loop system, incorporating federal and state environmental protection and reporting requirements. Installing & programming of facility controls/reporting systems. Installation of a complete fire suppression system, including new water service tie-in. Preparation and placement of all required foundation & structural elements for expansion of existing mechanical room. The installation of thermal and moisture barriers, protecting and sealing the building envelope. The patching, preparing and finishing of all surfaces identified in drawings and finish schedules in accordance with approved submitted manufacturer�s recommendations, providing final samples as required before finalizing. All site work, excavation, clearing, grubbing, and soil/site disturbances shall be completed in compliance with mandatory erosion control & environmental requirements, and restore the site through stone mulch, topsoil, and hydroseed as indicated. The contract duration is 240 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude of construction is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(e) (3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states ""By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded"". All due dates are listed in the solicitation form 1442. NGB April 2020�������������������������������������������������������������������������������������������������������������������������������������������������������������������������������� B-3 Amendment 1 - The purpose of this change to the solicitation is to 1) post site visit/pre-proposal conference minutes with questions and answers to FBO; 2) post list of attendees to site visit/pre-proposal conference to FBO; 3) replace original drawings to incorporate bathroom fixtures; 4 ;) correct liquidated damages charges per day. Corrected charges are $606.95 per day. 5) Replace AF66 and Statement of Work with correctly named files for posting on FBO. No other changes have been made. Amendment W912L9-20-B-0001 Is issued/attached. Amendment 2 - The purpose of this amendment is to incorporate the most recent Wage Determination IN20200002 08/14/2020. Answers to RFI's are also attached. There are no other changes at this time. Amendment 2 W912L9-20-B-0001-0002 is issued/attached. Amendment 3 - The purpose of this amendment is to add one additional question and answer to the solicitation question and answers document. The question and answer provides clarification on the metal material. Please see the document, �Questions and Answers UPDATED 9-2-2020� for review of the additional question which clarifies the metal material. Amendment 3 W912L9-20-B-0001-0003 is issued/attached. September 15, 2020 - Bid Abstract from opening day has been added.
