Description

NOTICE OF INTENT TO SOLE SOURCE The notice of intent is not a request for competitive proposals. This sole source synopsis is for informational purposes only. The U.S. Government intends to award a sole source purchase order to provide ACL Hemosil reagents for the ACL ELITE Analyzer with schedule and unscheduled maintenance at Bayne-Jones Community Hospital (BJACH) located in Fort Polk, LA. The North American Industrial Classification System (NAICS) Code is �325413, Analytical Laboratory Instrument Manufacturing; the SBA Small Business Size Standard is 1250 employees; and, the PSC is 6550 - In vitro diagnostic substances, reagents, test kits and sets. The proposed purchase order will be awarded as a Firm-Fixed Price (FFP) to: Instrumentation Laboratory, Werfen USA 180 HARTWELL RD BEDFORD MA 01730-2443 � Description of Services or Supplies: This is a basic supply purchase order that provides Hemosil reagents for the ACL ELITE Analyzer and also provides for scheduled and unscheduled maintenance.� � This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. Instrumentation Laboratory, Werfen USA (�IL�) develops and manufactures the ACL line of instruments and consumables, as well as the HemosIL line of reagents. IL is the sole distributor of these products in the USA and Canada. Servicing of the ACL instruments is done solely by IL which is the owner of the equipment at BJACH.� As such, there is not another distributer that can provide the supplies or service the ACL ELITE Analyzer at BJACH. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.�
