- Description
- The Naval Air Systems Command (NAVAIR) awarded a Basic Ordering Agreement (BOA) N00019-20-G-0003�to Maritime Surveillance Associates (MSA) in Brunswick, ME on 28 April 2020. This BOA is for the procurement to provide upgrades to the Global Reconstruction and Measurement System (GRAMS). The GRAMS provides the Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured Sound Pressure Level data to the frontline warfighter as well as the Office of Naval Intelligence. This acquisition was conducted on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 19-0542, 14 February 2020, attached.
