REQUEST FOR QUOTATION (RFQ) 140P6220Q0043 - WICR REPOINT CHIMNEYS ON HARWOOD HOUSE, Wilson's Creek National Battlefield, Republic, MO SCOPE OF PROJECT: Partial mortar repointing of two brick masonry exterior chimneys located on a two story structure at approximately 30 feet in height. The project is to repoint approximately 670 square feet as needed of exterior brick mortar joints located at the Harwood House, replace damaged brick as necessary, and seal. Only bricks that have lost their structural integrity will be replaced which includes bricks that are cracked, spalling, or disintegrating. For quoting purposes, assume 1,000 bricks total will need replaced. Building constructed in approximately 1960-1965 using materials from a house built around 1900. The exterior mortar joints were last repointed in 1990. Some materials, including existing brick, may be older than others. SITE VISIT BRIEF: A telephonic site visit brief will be conducted on Wednesday, September 16, 2020 at 1:00 p.m. central time. To participate, email the Contracting Officer at kathryn_logsdon@nps.gov at least 24 hours prior to the telephonic site visit brief and the call-in number and passcode will be provided. _________________________ This solicitation contains the following documents: - Attachment 1, WICR Repoint Chimneys on Harwood House Statement of Work - Attachment 2, DoL Wage Determination, General Decision No.: MO20200043 09/11/2020 - Attachment 3, Quoter's Price Schedule - Attachment 4, Technical, Financial & Past Performance Statement - Attachment 5, Instruction for Submission of Quotation _________________________ INSTRUCTIONS: WHEN SUBMITTING A QUOTATION PACKAGE, REFER TO AND FOLLOW THE INSTRUCTIONS FOR SUBMISION OF AN OFFER, FOUND AT ATTACHMENT 5. _________________________ TYPE OF CONTRACT: This will be a single firm-fixed-price construction contract and expected to be awarded prior to October 1, 2020. Award will be made to only one successful quoter. Davis Bacon Prevailing Wages will apply. PERIOD OF PERFORMANCE: The period of performance will be sixty (60) calendar days from the date the Notice to Proceed is issued by the Contracting Officer and received by the Contractor. This also includes final government inspection, completion of punch list items, and final cleanup by Contractor of the contract site. MAGNITUDE OF PROJECT: Between $25,000 and $100,000. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation / procurement is 238140, Masonry Contractors. SMALL BUSINESS SIZE STANDARD: $16.5 million. SET ASIDE: This opportunity is set aside for Total Small Business concerns. PUBLICIZING: The Contracting Officer will not provide hardcopies or email copies of the solicitation. It is the responsibility of the quoters to monitor the BETA.SAM.GOV website and download the solicitation, specifications and drawings, other attachments, and all amendments issued against the solicitation. RESPONSE TIME AND AWARD: Response time for submission of all quotes is Wednesday, September 23, 2020 at 3:00 p.m. central time. Quotation packages are to be emailed to the Contracting Officer at kathryn_logsdon@nps.gov so they are received no later than that date and time. This will be a competitive selection subject to FAR Part 13. The government will make award to the Quoter whose quote, conforming to the solicitation requirements, is determined to be the best value to the Government when applying the lowest price technically acceptable evaluation process. REGISTRATION: All quoters are to have a Unique Entity Identifier (UEI) number (formerly known as DUNS), be registered and active in the System for Award Management (SAM) at https://www.sam.gov, have completed their Representations and Certifications (Reps & Certs) and be represented as a small business concern under the NAICS Code of 238140 at the time of submission of your quote.
