Description
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Chief Procurement (OCPO), Acquisitions Operations Division (AOD), Incident Support Section (IS), on behalf of the Office of Response and Recovery (ORR) Operations Division, intends to increase the ceiling of Contract, HSFE70-17-D-0014 with American Medical Response, Inc. 6363 S Fiddlers Green Cir FL 14, Greenwood Village, CO 80111 pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is to provide medically related support services to include Air and Ground Medical Transportation, Medical Personnel, Field Operations Teams, Communications Support Teams and Planning and Exercise Support Services.� The current contract was solicited under full and open procedures where all interested parties were made aware of the current, potential contract value and the current, firm contract scope. However, the Government intends to increase the contract ceiling as a result of unanticipated work and higher than expected need for the services. This increase is necessary�to cover increased services for COVID-19 Pandemic, Hurricane and other emergency FEMA Missions that require Medical Transport support services for the remaining option periods of the contract. No other source is able to provide these critical/essential services beginning in September 2020 without causing unacceptable delays to the Government in fulfilling the agency's requirements. This Special Notice is�to increase the contract ceiling, and�not a request for competitive proposals nor a solicitation for offers. Any responses or capability statements submitted to this notice must show clear and convincing evidence that competition of the work would be advantageous to the government. A determination by FEMA to not compete this requirement based on responses to this notice is solely within the discretion of the Government. This notice shall not be construed as a legal commitment by the Government.� Additional requests for information, status or clarification pertaining to this notice shall be declined by the Government.
