- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12805B20Q0221�is issued as a request for quotes. This solicitation document and incorporated provisions and clauses are those in effect at this current time.� The USDA ARS Plains Area Rangelands and Pasture Research in Woodward, OK�is requesting quotes for a tractor meeting the specifications listed.� PLEASE NOTE THAT THERE MUST BE AN AUTHORIIZED SERVICE DEALER WITHIN A 50 MILE RADIUS OF WOODWARD, OK. DESCRIPTION / SPECIFICATION / STATEMENT OF WORK PURPOSE AND CONTENT The purpose is to select a vendor to supply an agricultural tractor with front-end loader for use at the Southern Plains Range Research Station (SPRRS) at the USDA-ARS SPRRS, 2000 18th St., Woodward Oklahoma 73801.� The tractor will be delivered to 2000 18th St., Woodward Oklahoma 73801. BACKGROUND The Facilities and Site The SPRRS is seeking to purchase an agricultural tractor with loader to assist technicians in the management and maintenance of the Southern Plains Range Research Station.� The tractor must meet or exceed the requirements of specifications listed below. System Requirements and Specifications Engine to have a minimum net horsepower of 59 at the manufacture�s recommended rpm. Engine to have 3 cylinders, diesel, wet sleeve cylinder liners, and cold starting aids. Engine coolant heater. PTO to have a minimum net horsepower of 41 at the manufacture�s recommended rpm. The tractor will use diesel as fuel and have a minimum tank capacity of 19 gallons. Fuel moisture separator required. The tractor must have a hydraulic oil flow of a minimum of 17 gallons per minute. Have a transmission with 9F/3R. Power steering. Category II, 3-point hitch with draft control including: 2 telescoping lower links with stabilizers or anti-sway bars and two remote raise/lower controls. Draft sensing on lower link required. PTO with guard including 540 rpm. Brakes to be hydraulically actuated wet disks with integrated park-lock system. Tractor to include the manufactures standard lighting systems including instrument gauges and panel, warning lights, oil pressure, alternator, and PTO engagement. Final drive to be planetary. Vertical exhausts stack with a 90-degree spout or a rain cap. Differential lock required. Twelve-volt electrical system with key start. Both hand and foot throttles Warning lights required. Factory installed joystick control with 2 function mid-mount valve for loader operation. Open-operators� station. An unballasted weight of 4,524 pounds minimum shipping weight with factory standard equipment. SMV equipped. Tractor to contain all equipment as advertised as standard by the manufacture. Front tire size of 7.50-16 in. 6PR F2 Bias Rear tire size of 16.9-28 in. 6PR R1 Bias 4 95-lb rear-wheel weights, 2 installed on each side. To include all standard warranties. Trade In (See Photos In Attached Statement Of Work): Ford 800 Series tractor SN 124994 Total hours unknown, 514 hours on newer tachometer. Runs, needs new starter switch. Portion of hood missing.
