THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. No solicitation will be issued. All responsible sources who believe they can provide the services listed may submit, in writing to the identified point of contact, a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 2 days of this notice. No telephone calls are being accepted. The United States Department Agriculture (USDA), Agricultural Research Service (ARS), in Lubbock, TX currently intends to award a firm-fixed price contract to Neutec Group Inc. for an Eddy Jet Spiral Plater and Counter capable of inoculating agar plates with microbiological samples of various types, and an automatic colony counter to count colonies from spiral plates across multiple bacterial species and media types. This particular equipment uses disposable microsyringes to eliminate sources of sample contamination and additional moving parts. Additionally, Neutec has offered a trade-in value for the discontinued machine we currently possess which is a 2007 model Eddy Jet 1. The colony counter is specifically designed to be compatible with the spiral plater. This spiral plater is unique in that it does not need a vacuum source, has a cycle time less than 45 seconds, and does not require a decontamination or washing cycle. The colony counter is able to analyze a plate within one second, has a simple draw feature, and has a single bar software feature to optimize detection. The colony counter also distinguishes different sizes and colors. The machine also comes with software and protocol for most plates that can export results into a report table. NAICS Code is 334516. Award is in accordance with both 41 U.S.C. 253(c)(1) and FAR 13.106-1 (b)(1)(i)
