Description
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. No solicitation will be issued. All responsible sources who believe they can provide the services listed may submit, in writing to the identified point of contact, a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 2 days of this notice. No telephone calls are being accepted. The United States Department Agriculture (USDA), Agricultural Research Service (ARS), SPARC in College Station, TX currently intends to award a firm-fixed price contract to Group VIII Technology, Inc. for optical calibration reference panels to support airborne reconnaissance image quality assessment, marine and agricultural research using UAVs to high altitude multispectral platforms, satellite image calibration references and reference panels for autonomous driven vehicle LiDAR sensors.� Group VIII will manufacture and custom-make six individual fabric target panels each 5M x 5M in dimension, a set of 120 target stakes and two vinyl target transport bags, as well as stake transport bags.� These panels will consist of Type 822 woven target polyester fabric with an acrylic/silicone coating applied to achieve a diffuse reflecting surface. This coated fabric will have principle reflective surfaces that will average 3%, 12%, 24%, 36%, 48% and 64% across the spectral domain of 420-1050nm. The tolerance in the as-coated band averaged diffuse hemispherical reflectivity (DHR) will be R � 0.05R where R is the goal reflectivity. The band average reflectivity of the maximum black coated Type 822 material is stated as 3% but may be as low as 2.5%.� NAICS Code is 334516.� Award is in accordance with both 41 U.S.C. 253(c)(1) and FAR 13.106-1 (b)(1)(i) �
