- THIS IS A REQUEST FOR INFORMATION (RFI) FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS REQUEST IS NOT A SOLICITATION. PLEASE DO NOT SUBMIT A QUOTE. 1. This RFI is issued for the purposes of market research only. Response to this RFI is strictly voluntary and will not affect any contractors ability to submit a quote if, or when, a request for quote is released. However, we highly encourage you to reply. The subject RFI is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no entitlement to payment by the Government of direct or indirect costs or charges that arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Note that official information concerning this RFI will be provided by the Contracting Officer only. 2. GENERAL INFORMATION The Air Force Lifecycle Management Center (AFLCMC), Advanced Tactical Acquisition Corps (ATAC) in collaboration with the 711th Human Performance Wing (711th HPW) is developing an acquisition strategy for rapid, non-invasive COVID-19 screening within the Air Force and DoD. This technology is envisioned to screen participants before training exercises, public events, or entering transportation terminals. As such, the Air Force is searching for COVID-19 screening technology that would be able to identify COVID-19 patients in under 30 seconds including sample/data collection. This screening technology could include a thermal camera but should use other sensor(s) that detect metabolites, volatile organic compounds, or other biomarker profiles to obtain a higher screening accuracy than just a thermal camera alone. Due to the time and scaling requirements, the collection of data/samples should be non-invasive and should not use oral or mucosal swabs. 3. REQUEST FOR INFORMATION The AFLCMC/ATAC and 711th HPW request comments from interested parties to the questions below. Please provide your comments in an e-mail response in MS Word or Adobe (.pdf) attachment. Response is limited to no more than one page. Is your firm researching, developing, or manufacturing technology as outlined above? Based on the information provided above, do you believe the work identified is within scope of a current contract vehicle your firm is on? Is your firm a small business? Is your firm an educational institution? Is your firm likely to submit a quote for this requirement, if in the future, a solicitation is issued? 4. Any questions regarding this RFI shall be submitted in writing to Ms. Dawn Davenport at dawn.davenport@us.af.mil and Ms. Elizabeth Sams at elizabeth.sams@us.af.mil. RFI responses are due to the above Contracting points of contacts no later than 3:00 p.m. EDT on 24 September 2020.
