Description
The purpose of this Amendment is to provide answers to questions submitted by a vendor and correct the time quotes are due. All other terms and conditions remain unchanged. Question: Would you be able to share the potential start date for the award? Oct 1, 2020? Answer: There is no set contract start date at this time, however, it will not be Oct 1, 2020. As stated in the solicitation, we ask all vendors to hold their quotes firm for 90 calendar days to allow time to award the contract; the start date will be approximately 15 days after contract award.  Question: What are the factors to be considered for the award? Lowest price that meets the minimum requirements? Or, would there be other factors under consideration such as additional features above the minimum requirements, clinical preference, and existing volume through the VA system? Answer: This is not LPTA. As stated in the solicitation, award will be made to the responsible vendor that provides a technically acceptable quote that conforms to the solicitation and which is determined to be the most beneficial (i.e., best value) to the government, considering technical capability and price. Quotes will be evaluated based on the procedures authorized in FAR Part 13.106-2 and comparative evaluations of quotes will be utilized. As comparative evaluations will be conducted, Vendors are encouraged to submit literature that highlights the advantages of their equipment.
