- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12760420Q0142 is issued as Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. Set aside for small business, associated NAICS is 334413 with small business size standard 1250. �See attachments: PWS and six Technical Exhibits 1-6. Brand Name or Equal applies. Item 1 CryroCoolers, two each quantity, lump sum price� Option Item Task 2, Detectors two each quantity, lump sum price� The Contractor shall provide all labor, materials, equipment, transportation, management and supervision to remove two pairs of detectors from two government provided LN2 Dewars and reinstall on the cold finger of two new contractor supplied cryocooler systems. �Build custom Dewar with mounting flange for each new split cryocooler system. �All work shall be performed in accordance with the terms and conditions of the order, the PWS, technical exhibits and applicable federal, state and local laws and regulations. The period of performance is 270 calendar days after award. Product offered meets the technical requirements, award will be made on the basis of the lowest evaluate price of the quote meeting or exceeding the acceptability standards. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and addenda as follows: Invoice Processing Platform (IPP). The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. (Aug 1999)� �(a) If an item in this solicitation is identified as �brand name or equal,� the purchase description reflects the characteristics and level of quality that will satisfy the Government�s needs. The salient physical, functional, or performance characteristics that �equal� products must meet are specified in the solicitation. (b) To be considered for award, offers of �equal� products, including �equal� products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate �equal� products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an �equal� product, the offeror shall provide the brand name product referenced in the solicitation. See attachments for salient characteristics. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and any additional FAR clauses cited are applicable. FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Item. (MAR 1989). The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 270 days contract time. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
