INTRODUCTION Solicitation Number: ï¿½20120720 Title:ï¿½ Bobcat S70 Skid Steer Loader ï¿½ USBP-San Diego NAICS:ï¿½ 333924 ï¿½ Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing PSC: ï¿½3930 ï¿½ Warehouse Trucks and Tractors, Self-Propelled SB Size Standard:ï¿½ 750 Employees Set-aside:ï¿½ Total Small Business This is a combined synopsis/solicitation for purchase and delivery of commercially available Bobcat S70 Skid Steer Loader with options/accessories (Brand Name Only) prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.105, as supplemented by additional information included in this notice. ï¿½It is issued as a Request for Quotation (RFQ) with provisions and clauses incorporated pursuant to Federal Acquisition Circular (FAC) 2020-09. This announcement constitutes the only solicitation action; quotations are being requested and additional written solicitation(s) will not be issued. This requirement utilizes a Total Small Business set-aside, and only qualified offerors may submit quotations. ï¿½Offerors are required to identify their companyï¿½s business size and certify that they hold the applicable NAICS code identified above. Quotation Submissions must be received by the Contracting Officer, Micky L. Hallman (email: Micky.L.Hallman@cbp.dhs.gov) no later than September 18, 2020 / 5:00pm ET, in order to be included for further consideration. Interested offerors must submit any questions concerning the solicitation directly to the CO at the email address identified above. ï¿½CBP will respond to questions as quickly as possible.ï¿½ Questions will not be accepted after September 17, 2020 / 5:00pm ET. Subject lines of emails related to question and quotation submissions should read as follows:ï¿½ 20120720 / Bobcat S70 Skid Steer Loader ï¿½ USBP-San Diego. Date/Time of receipt of question and quotation submissions will be determined by the governmentï¿½s email receipt time.ï¿½ It is the offerorï¿½s responsibility to ensure all submissions meet the requirements identified below. 2. DESCRIPTION OF REQUIREMENT U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), is responsible for providing capability for government personnel to properly maintain the stalls of CBP-owned horses utilized during daily operations. ï¿½To assist in meeting this responsibility, USBP-San Diego Sector (SDC) Horse Patrol Unit (HPU) requires a Skid Steer Loader of a size small enough to fit in and around the stalls of the Horse Patrol facility. ï¿½Purchase of this equipment will allow the SDC-HPU to efficiently address all maintenance at the facility. ï¿½In particular, the skid steer will be utilized to remove/install old and new sand in the horse stalls, saving an enormous amount of labor and time currently done by pick and shovel by HPU agents. 3. INSTRUCTIONS FOR THE PREPARATION OF QUOTATIONS After solicitation closure, CBP will conduct a Lowest Price Technically Acceptable (LPTA) evaluation of quotation(s) that have been determined to be responsive beginning with the lowest-priced submission and continuing until an awardee has been determined or all quotations have been exhausted, whichever comes first.ï¿½ CBP reserves the right to award a purchase order without further communication OR exchange. ï¿½Therefore, each quotation submission should contain the offerorï¿½s best pricing, terms, and conditions.ï¿½ Quotations must be prepared in accordance with these instructions, provide all required information, and adhere to format specified.ï¿½ Any required format is designed to ensure submission of information essential to the understanding and evaluation of an offerorï¿½s quotation. ï¿½Failure of an offeror to comply with these instructions may be grounds for exclusion of the quotation without further consideration. ï¿½Any exceptions taken with respect to the provisions and clauses within the solicitation shall be noted. ï¿½For the purpose of facilitating exchange of information, for every instance where the offeror does not propose to comply with or agree to a requirement, they shall propose an alternative and describe its reasoning theretofore. Pursuant to applicable regulations and guidelines, this solicitation requires registration within the System for Award Management (SAM) prior to submission of quotations.ï¿½ Registration information can be found at https://sam.gov/SAM/. Due to restrictions on the size of email that can be received, ensure that all emails submitted are less than 10MB.ï¿½ If a quotation submission exceeds 10MB, please separate the submission into multiple emails and include # of # emails within the subject line.ï¿½ Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Offeror submission emails shall include separate attachments that clearly indicate what is being provided.ï¿½ The Government reserves the right to disregard any additional non-relevant attachments without notification to any offeror. Quotations MUST be good for 40 calendar days after close of solicitation. Terms and Conditions, to include all LPTA Technical Evaluation / Award Criteria are located at Attachment 1 - Provisions and Clauses Document. Complete requirements/specifications are outlined within Attachment 2 - Statement of Work. Each offeror shall include in its quotation submission a detailed/itemized pricing document that includes the final (i.e., aggregated) cost to the government.ï¿½ Failure to comply with this term may result in the offeror being determined as non-responsive. In addition to providing pricing information for this solicitation, each offeror shall provide the following NON-PRICING responses: Technical information: Documentationï¿½ indicating how offerors shall meet the requirements outlined in the Statement of Work (SOW). ï¿½In other words, offerors must provide sufficient documentation to describe all product(s) being provided in support of the customer's Brand Name Only requirements.
