- Pre-Solicitation Notice 36C25520R0135 Project: Renovate Space in Medical Rehabilitation Building for Adaptive Bowling Project Number: 657-19-200JB The Jefferson Barracks Division of the St. Louis VAMC has a requirement to develop four new bowling lanes to replace six lanes being removed in legacy Building 3 targeted for demolition FY2021 in the new Rehabilitation Building 54 to provide recreation therapy for Veteran s. The contractor will provide all labor, materials, tools, equipment, supervision and completely prepare site to perform work for project 657-19-200JB Renovate Space in Medical Rehabilitation Building for Adaptive Bowling as required by drawings and specifications as follows. This project is an interior renovation for the four-lane bowling alley in the existing shell space in lower level of the new Medical Rehabilitation Building 54, Jefferson Barracks Division. The construction of building 54 will be complete just prior to the start of this renovation and will be unoccupied during construction of this project. Building 54 is attached to Building 53 through a connecting corridor and Building 52 through a sky bridge. Construction will take place during normal hours. The renovation will include preparing the space to receive relocated and new bowling equipment and final finishes. This project also includes installation of the bowling equipment. The scope of work for this project shall include, but is not limited to the following items and necessary disciplines to accomplish these tasks: Demolition of existing doors, fire protection system, metal stairs and lights. Plumbing work will include modifications to existing sanitation piping, installation of a sink including final connections to existing plumbing. Electrical work to include providing lighting, power to the new bowling equipment and supplementing the existing electrical capacity of the building by adding a new electrical panel. Installation of a new concrete floor at varying heights with concrete stairs. Furring existing block walls with metal studs and drywall and finishing with paint. Finishes to include luxury vinyl tile, rubber base, paint, acoustic ceiling tile and sealed concrete. Installation of relocated pinsetter bowling equipment Procuring and overseeing Bow-Rite Inc. for the installation of New Brunswick bowling equipment to achieve a full working system. Modifications to the existing fire protection system Continuation of the existing supply and return ducts Installation of new VAV box with associated plumbing to existing hot water supply and return Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $250,000.00 to 500,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 General Construction with a small business size standard $39.5 million. The duration of the project is estimated to be 120 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 15 percent of the General Construction labor for NAICS Code 236220 Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, registration in SAM is required and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in SAM (System of Award Management) and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. The solicitation, including specifications and drawings, will be posted to FedBizOpps (https://www.fbo.gov) on or about September 25, 2020. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities website, which may be issued to this solicitation. Only one site visit (pre-solicitation) will be scheduled and attendance is encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs. The date, time, and place of the site visit will be posted in the solicitation documents.
