- NOTICE OF INTENT TO SOLE SOURCE: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a contract on a sole-source basis to Platypus Marine, Inc. for the 33PB-64PB Electronics Obsolescence and Life Cycle Maintenance requirement.� The work package includes the following: Electronics replacement, maintenance, repairs and preservation to be performed on two separate classes of Screening Vessels (SV), SV64 and SV33.� Vessel characteristics are 71.9FT long, 4.5FT draft, 103,397LB light load and 35.25FT long, 2.75FT draft and 12,932LB light load respectively for each vessel class.� The maintenance requirements for the SV64 vessels include replacement of the electronics suite, application of non-skid, painting of jet drives/buckets, relocation of fire suppression system bottles, ballistic glass templates and replacement of law enforcement lights.� Maintenance for the SV33 vessels include replacement of the electronics suite and replacement of law enforcement lights. Estimated period of performance is 25 September 2020 through 24 September 2021.� The anticipated award date is 25 September 2020.� The associated North American Industry Classification System (NAICS) code is 336611, which has an annual size standard of 1,250 employees. Geographical Area of Consideration: The area of consideration has been restricted to the Puget Sound due to the Caisson 6 being a critical asset for the U.S. Navy as transport in open-water presents an unacceptable risk.� For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-5, �Authorized or required by statute�.� Sole source awards under the HUBZone Act of 1997 (15 U.S.C. 657(a)) as implemented by FAR 6.302-5(b)(5). This notice of intent is not a request for competitive proposals.� However, all interested parties who believe they can meet the requirements are invited to submit a capability statement to the points of contact for this notice, describing their ability to provide the requirements listed above. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.� A copy of the solicitation will not be posted to the GPE, but may be made available upon request. Information received will be considered solely for the purpose of determining competition requirements.
