Description
OH MEP IDIQ Questions from Industry For Past Performance it states CPAR evaluations. Is the intent for us to include copies of CPAR evaluations for Section F Projects? Are CPARs included in Page limitations? CPARs range from 3-5 pages each which could take up many pages (30+). Is it acceptable to gov. to remove CPARs from page limitations? Are Part II s included in page limitations? CPARS Evaluations are outside of the page limitations. The second question is unclear and will not be answered. I have a few question about the VISN 10 IDIQ solicitation referenced above. Can you clarify how these MATOCs will be awarded? Will each facility have their own MATOC(s) specific for that facility or will there be one large one that covers all facilities? Do we submit for specific locations or just one 330 response to be considered for all locations? The IDIQs (A/E & MEP) and any awarded MATOCs require the AE to provide services at all facilities listed in the pre-solicitation document. My firm is interested in submitting an SF330 for that above IDIQ but noticed that there is a 275 mile radius restriction. Could you please clarify if this restriction is for the Prime Firm or if we could include a consultant on our team with an office with in the mileage. Additionally, would you consider removing or extending the radius to 600 miles? Given the overall size and magnitude of this IDIQ, 275 miles seems small. The restriction is for the prime SDVOSB firm. We are not considering changing the radius. For the referenced solicitation, the NAICS code is 541310, Architectural services. In our experience, we have found that the majority of services on this type of IDIQ fall under 541330, Engineering services. The 541330 NAICS code has a small business size standard of $16.5 M whereas the 541310 NAICS code has a small business size standard of $8 M. The larger small business size standard of $16.5 M would result in more competition and therefore better value to the government. There are now two pre-solicitation notices posted to Contracting Opportunities. One per NAICS code. Pre-solicitation notice 36C250R19080 is assigned to NAICS code 541310, and pre-solicitation notice 36C25020R0261 is assigned to NAICS code 541330. See beta.SAM.gov for details. Our office performing the critical aspects of work is within the requested 275-mile driving distance of many of the facilities requested, but not all. Would our proposal be deemed non-responsive considering this condition? Please read the pre-solicitation notice(s) carefully. Amendment 1 extended the NAICS code requirement to include 541310 and 541330. Can a firm that is small under a 541330 NAICS Code, but large under 541310 NAICS Code compete for this IDIQ? Please see the answer to question 4. Evaluation Factor G - Geographic Location requires a working office from which the primary design work and construction site visits originate that is within 275 miles of each of the VA medical facilities and VISN Capital Asset Management Office and be registered in SAM and Vetbiz. Could you confirm that the requirement is for the prime firm to have a working office, from which the primary design work and construction site visits originate, within 275 miles of each of the VA medical facilities and VISN Capital Asset Management Office (Cincinnati, Chillicothe, Dayton, Columbus , Cleveland) with the office meeting the location requirement registered in SAM and Vetbiz? Confirmed. Page Limitation Are cover page / Part II / CPARS included in the 75 page limit? Please see the answer to question 1 above. Can a firm submit an SF330 response as a prime and also participate as a subconsultant on other teams? The VA is not aware any prohibition against this. Is there any minimum fee percentage of each contract award that must go towards the SDVOSB (i.e. the prime contractor ) of the team? If so, what is that percentage? For example, when a project is assigned to a Team in which the primary design responsibility does NOT lie with that of the prime contractor (e.g. an MEP infrastructure project that is assigned to an Architect prime contractor), it would be challenging to allocate a minimum fee percentage to the prime contractor if the project does not warrant their services in proportion to the minimum fee percentage. The self-performance requirement of 51% pertains to each issued task order. An AE can decline to submit a proposal if they believe they cannot meet the 51% goal. However if they use a SDVOSB consultant the value of their work applies to the 51%. Section 6.a lists the minimum requirements for key personnel for the firm(s). Can you please clarify what the minimum quantities are referring to? For instance, item 6.a.i references Two (2) architects . Does that mean each team is to be carrying two (2) architectural FIRMS that offer those services listed? Or are we to read that such that each submitting team must have an architectural firm included, and that singular firm must have a minimum of two (2) REGISTERED ARCHITECTS employed at that firm with the minimum experience listed in 6.a.i.a through 6.a.i.g? Then of course the same question would apply to the other line items of 6.a where multiples are listed. The quantities reference individuals, not firms. In the specific question above, the single architecture firm must have two RAs (AIA and NCARB equivalent) with the required experience. The same applies to the other professions. Section 6.g GEOGRAPHIC LOCATION states that the SDVOSB Must have a working office from which the primary design work and construction site visits will originate that is within 275 miles of each of the VA medical facilities and VISN Capital Asset Management Office . The question is this: are the SDVOSB firms absolutely required to be within 275 miles of all 6 sites or they will not qualify for the IDIQ contract? Or, are SDVOSB firms that reside beyond the 275 radius still technically able to submit and will qualify for consideration, but will simply not score well on the 5% allocated towards geographic location? The attached amendment states that VISN 10 OHIO PROCUREMENT IS FOR BOTH NAICS CODES 541310 ARCHITECTURAL SERVICES AND NAICS CODE 541330 ENGINEERING SERVICES and I wanted to make sure since we do not meet the size standard for NAICS Code 541310 we can still submit under NAICS Code 541330. Please see the response to question 4. In view of COVID-19 and to minimize risk of transmissions at our end and our client s end, we suggest only electronic / email submittal of SF 330 be required. The hard copy requirement remains. Can you confirm the closing date for when questions can be submitted? Item 10 on page 12 of 12 of the attached document indicates the POC for questions, but we weren t able to identify a cut-off date for the Q&A. Questions related to the A/E and MEP pre-solicitation notices may continue to be submitted, however, the VA will choose to answer/not answer at its own discretion. On page 6 of 12, section v where it describes the experience desired in Civil Engineers, item g reflects Roofing Systems. Can we assume that this is a typo, and that the Civil Engineers will not be expected to have experience with roofing systems? This is not a typo. Roofing systems are within the scope of practice for civil engineers. Both the Mechanical and Electrical engineering positions list Building Commissioning/Retro-Commissioning as required experience (page 7 of 12), but there is no requirement to provide Commissioning Agents for the project team in the submission. Would it be acceptable to provide Commissioning Agents from a different team member/firm as an independent party from the MEP design proper, and allow that to satisfy one of the requirements for the engineering count requirements for Mechanical and Electrical engineers? Yes, this would be acceptable. Some task orders let under this IDIQ will incorporate commissioning as an A/E provided service as opposed to a standalone VA awarded commissioning contract/task order. How the A/E meets the requirement for commissioning when incorporated into their contract is up to the A/E (either a separate MEP-T consultant or different team from the same MEP-T consultant). On page 8 (of 12) under section xiii, it calls for a Medical Equipment Planner. Would a SEPS Planner satisfy this requirement? No. The VA/DOD SEPS program only provides lists of equipment per clinical/administrative functional area to support activation planning when space planning is done. The Medical Equipment Planner has the training and experience needed to support inclusion of all design elements for successful medical equipment installation and use (i.e. delivery route, MEP-T utility connections, workflow planning, etc.). Will the VA accept Past Performance Questionnaires (PPQs) in lieu of completed CPARS evaluations? No. It is our understanding that there will be only one SF330 provided for all of the locations listed on page 2 of the Pre-solicitation. Can you please confirm? Confirmed. Does the 75 page limit include Part IIs and Past Performance Questionnaires (PPQs) or CPARS? Does the limit include a Table of Contents or Tabs? The 75 page limit does not include the past performance outlined in the pre-solicitation notices . However, Past Performance Questionnaires (PPQs) will not be accepted, in lieu of CPARs evaluations. We have a few questions in regard to the subject matter Pre-solicitation Notice. Should we anticipate any further modifications being issued? If deemed necessary by the Contracting Officer. If any further modifications are issued would the submission deadline be extended? If deemed necessary by the Contracting Officer. Will there be a modification to require individual submissions to specific station locations rather than just one submission to blanket all the Ohio locations? Please see the response to question 21. Will the subcategories required for the key individual resumes be adjusted to more appropriately align with those requested key individuals (examples below)? v.g. roofing systems under civil engineer? vii.f. fire protection under mechanical engineer? Fire Protection Engineer has its own category. The question is unclear, no adjustment necessary. If you fall outside of one of the offices (Chillicothe VA) by 20 miles will you be disqualified or will you receive a lower score for meeting all the VA facilities besides one of them? Please see the response to question 7. For one of the campuses listed (Cincinnati VA Medical Center on Vine street) we are just outside the mileage limitation. The solicitation indicates within 275 miles, google earth is showing 280 miles. Will this be an eliminating factor or will we just get marked down for this? Please see the response to question 7. Regarding 36C25019R0080 Ohio A/E IDIQ - VISN 10 OHIO, are there incumbent contracts for the services? If so, could you please provide the incumbent vendor names and contract numbers? No to both questions. We see that in the Geographic Location selection criteria that the firm applying must be within 275 miles of each of the listed medical facilities. We also see that this is weighted at a 5% importance. We wanted to be certain that this will not disqualify us, only just weigh a bit negatively against that 5% importance factor. We are within the mileage required for all but one location in which we are only 5 miles above the 275 limit. It is well within our ability and capacity to cover these locations- we have jobs further away than this that we are currently working on. Could you let me know? We would really like to submit for this- but if it s an automatic disqualification, of course we will utilize our time elsewhere. Please see the response to question 7. You state that the background color of each page of the submission shall be white or ivory stock only. Does this apply to the cover page also? Yes. You state that firms must address and demonstrate the capacity to execute several large Task Orders ($250,000 to $1,250,000). Is this the AE fee or the construction cost? The $250,000.00 to $1,250,000 is the fee amount. For projects in Section F, can we include PPQs and CPARS in our response? If so, do these pages count in the 75 page limit? Please see the responses to questions 1 and 20. Do you require resumes beyond the minimum number required for each discipline or show the additional staff in the organizational chart (Section D) only? Please read the pre-solicitation notice(s). My firm is preparing to submit on this MATOC and has an office in Columbus, OH that is in process of be registered in SAM. If the registration is not complete by the due date of 9/21 can we provide evidence of being in process or would our submittal be deemed non-compliant? Please refer to the pre-solicitation notice(s).
