- The USPFO for Hawaii intends to award a firm-fixed price contract on a sole source basis to Aviat U.S., Inc. �The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 13.106-1(b).� Therefore, a Request for Quote (RFQ) solicitation from a single source, will be issued to Aviat U.S., Inc. purchase the following parts: Two (2) each ECLIPSE, NODE CONTROLLER CARD, SERIAL MGMT V2 Two (2) each NODE PROTECTION CARD, HIGH OUTPUT Two (2) each RAC 60E, QPSK-256 QAM, High Gain, No XPIC, ACM & SYNC-E Two (2) each DAC GE3 GIGABIT ETHERNET SWITCH CARD Two (2) each GIG ETH SFP, OPT MMF 850nm LC 1000BASE-SX, <550M (LM28-C3S-TC-N) One (1) each RFU, HP, IRU600, 7 GHZ LB, 7100-7700 MHZ, IRU 600 V2 One (1) each RFU, HP, IRU600, 7 GHZ HB, 7250-7900 MHZ, IRU 600 V2 Two (2) each ECLIPSE, DAC 16XE1/DS1 V3, PROTECTABLE A memo from Aviat U.S., Inc, and dated 8 September 2020 states Aviat Networks is the sole manufacturer and repair provider for the microwave equipment for the US Air Force - Hawaii microwave system.� Warranty quotes or agreements with US Air Force - Hawaii will not be offered, sold, or quoted to any other company or individual.� Additionally, Aviat Networks does not certify, warrant, or entitle any third-party entity to repair Aviat Networks (past or present) equipment.� Furthermore, any product returned to Aviat Networks and it is determined that someone other than Aviat Networks has attempted to repair it, Aviat Networks will not do any further repair work on that unit, will declare it unrepairable, and return to the customer. The designated North American Industry Classification System (NAICS) Code is 334290 - Other Communications Equipment Manufacturing, with a size standard of 750 employees.� Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.� Responsible parties who believe they can responsibly meet the requirements are invited to submit in writing complete information describing their ability to provide the product no later than 10:00 AM Hawaii Standard Time, Friday, September 25, 2020.
