Description
The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction/modification of the BONNEVILLE LOCK & DAM POWERHOUSE II SU & CQ FEEDERBOARD REPLACEMENT located at the Bonneville Dam Powerhouse II, in Klickitat County, WA. Project Scope: Bonneville Dam is located 145 miles from the mouth of the Columbia River, approximately 40 miles east of Portland, Oregon. A Public Works Administration project of President Franklin D. Roosevelt�s New Deal, Powerhouse 1 (BN1), spillway and original navigation lock were completed by the U.S. Army Corps of Engineers (USACE) in 1938 to improve navigation on the Columbia River and provide hydropower to the Pacific Northwest. Powerhouse 2 (BN2) was completed in 1982 and a modern navigation lock in 1993. BN1 has 10 main units with a total rated capacity of 518 MW and BN2 has eight main units with a total rated capacity of 612 MW.� During the recent station Service work completed at BN2, the SU and CQ panels were not included in this work. These 480V panels are original equipment and components are no longer being manufactured and the condition rating of the panels is marginal. Acquisition Strategy: This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation.� The contract will be awarded using the provisions of FAR 15 utilizing �Best Value/Trade-Off Analysis� procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and cost factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is Between $1,000,000 and $5,000,000. Set Asides and Codes: This is an Unrestricted Full and Open Competitive Acquisition. The North American Industrial Classification Code (NAICS) for this potential requirement would be 238210, Electrical Contractors and Other Wiring Installation Contractors. The related size standard is $16.5M. The FSC is Z2KA Repair or Alteration of Dams. Bid Procedures: The solicitation will be posted on beta.SAM.gov website once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Bid Period: The solicitation is tentatively scheduled for release on or about�15�September 2020. The tentative date for receipt of proposals is on or about�15�October 2020. Plans and Specifications: The Plans and Specifications will also be posted on beta.SAM.gov website once it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action. THIS NOTICE IS NOT AN INVITATION FOR BIDS, AND ANY BIDS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE.
