Description
Request for Information (RFI) U.S. Department of State Bureau of Information Resource Management (IRM) Logistics-Supply Chain Management (SCM) Services This RFI is issued for market research purposes only. The purpose of this notice is twofold: Identify U.S. small business concerns having an interest in and capabilities to provide Supply Chain Management (SCM) services for current and evolving IT requirements in classified, unclassified, and sensitive but unclassified (SBU) environments worldwide. Responses to this notice will be considered in selecting the acquisition strategy and to determine the appropriateness of setting aside requirement groupings within a BPA or IDIQ for any one of the small business programs described in Federal Acquisition Regulation (FAR) Part 19. Obtain industry feedback on the proposed acquisition strategy to include, but not limited to: contract ceiling, contract vehicles, composition, proposed number of awards, and existing contract vehicles that the Department may leverage to meet IRM requirements. All information contained in this notice is preliminary in nature and is subject to change. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary and no reimbursement will be made by the Government for any costs associated with providing a response to this notice or otherwise participating in market research activities. Further, the US Department of State offers no assurance that a solicitation will result from this notice. Any information submitted will become the property of the Government and will not be returned. Proprietary information, if any, should be minimized and must be clearly marked. All responses shall use the Appendix B format when submitting responses. This Notice is organized into the following sections: Background Objectives and Scope of Services Response Submission Instructions BACKGROUND The Bureau of Information Resource Management (IRM) provides the knowledge, resources and IT services needed for the DOS diplomatic team worldwide to accomplish the foreign affairs mission of the United States.� The administration has focused on reforming the Department of State to provide the most value for the United States on behalf of the American people with fewer resources.� The Department seeks to use all the tools at its disposal to gain efficiencies by harnessing the power of technology and the talents of our people.� The need for a SCM Services solution expands across IRM and for the purpose of this market research is led by the Department�s Global Information ?Technology Modernization (GITM) office in conjunction with the Enterprise Network Management (ENM) office and the Telecommunications, Wireless and Data (TWD) office. GITM was initiated in 2003 to provide classified and unclassified desktop and server IT equipment worldwide to approximately 276 sites abroad and over 40 domestic bureaus and offices.� This centrally managed program is designed to support the Department�s evolving business processes, and continuous modernization of the IT infrastructure.� The unclassified desktop is connected to the OpenNet and the classified desktop to the ClassNet. The ENM office is responsible for modernizing and managing the Department�s network infrastructure and the tools that help maintain and monitor it, thereby enhancing the diplomatic readiness of the Department�s ability to process information.� ENM ensures the integrity and availability of communications, which is important to the Department�s reliance on IT communications and mission worldwide. Having a dependable and advanced infrastructure is key to allowing for the advancement of the foreign policy interests of the United States.� Within ENM, TWD�s purpose is to provide, modernize, and coordinate best in class LAN/WAN network and telecommunication services, project management services, and Government-wide Acquisitions Contract (GWAC) services to U.S. DOS domestic bureaus, offices, and inter-agency partners. Together, these offices within the Bureau of Information Resource Management provide part of the vital technology services and support that power diplomacy at the Department.� To enable IRM as a whole to meet their logistic needs in support of the Department�s mission, AQM seeks to establish Supply Chain Management (SCM) Services that can encompass the overarching needs across these various programs. PROPOSED CONTRACT STRUCTURE The Department aims to establish a single-award IDIQ contract for Supply Chain Management (SCM) Services. The cumulative program ceiling is expected to be approximately $1.1 billion for the 120-month (10 year) effective period of the contracts (5-year base plus 5 1-year options). Establishing an IDIQ will allow for each program within IRM covered in the scope to maintain and direct work under task order for their specific logistics needs under an overarching SCM solution. OBJECTIVES AND SCOPE OF SERVICES IRM continuously refreshes IT equipment around the world.� IRM needs a Contractor to provide an integrated life cycle approach to Information Technology Infrastructure Supply Chain Management (ITI SCM) throughout the DOS to meet organizational objectives.� The Contractor will demonstrate and show proof that they can handle large volumes of IT and logistical duties for the DOS as stated in this section.� The DOS is looking for a Contractor who can perform warehouse management, systems and technology, repair return and disposal, purchasing support, and data management.� The DOS is emphasizing that the Contractor can handle the storing of millions of dollars in equipment annually, prepare and ship over 30,000 items around the world; remotely troubleshoot and maintain IT equipment at posts; and support a growing IT equipment catalog that allows the entire DOS to purchase approved IT equipment.� ***PLEASE REVIEW THE PROVIDED ATTACHMENT FOR MORE INFORMATION**** RESPONSE SUBMISSION INSTRUCTIONS Prospective vendors interested in responding to this notice should submit information electronically to Weakley-LugoKF@state.gov and WhiteKG@state.gov no later than September 22nd, 2020 at 10:00 am EST. Responses must be submitted electronically, formatted in Microsoft Word or Microsoft Excel (any version). Word document margins must be 1� on all sides, to print on 8 �� x 11� paper. Typeface must be Times New Roman, 12 point font. Responses utilizing Appendix B should use the provided format and shall not exceed a 150 word limit per question.� The government will only consider responses submitted within the response deadline utilizing the fully completed response template in Appendix B for the written submission. �The Government will only consider complete responses and will not consider brochure style capabilities statements. Given the interest expected, the required format is required to facilitate with the efficient analysis of responses. Responses providing partial information may not be considered by the Government. Telephone inquiries will not be accepted nor acknowledged. Questions, if any, must be directed via email to Weakley-LugoKF@state.gov and WhiteKG@state.gov. Individual feedback or evaluations will be not be provided to companies regarding their submissions. The Government reserves the right to conduct one-on-one interviews with any of the respondents to this notice. Depending on the number of responses received one-on-one interviews may not be conducted with each respondent.
