- Description
- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure a J8 Atlas customized for Unmanned Vehicle for Autonomous Transport Innovation (ATI) project research and an option quantity of two (2) modified Persistent Systems MPU5 radios. ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(1) to Unmanned Systems Source LLC. The J8 Atlas is the Department of Defense (DoD) approved robotic movement platform and this research program must replicate other programs that utilize this equipment.� The J8 Atlas with autonomous capability as developed and installed by the original equipment manufacturer (OEM) Provectus Robotics Solutions, is advanced for off-road capabilities and is currently in use by USACE, Rapid Equipping Force and US Army.� The capabilities are advanced such that competition in this area of expertise is non-existent as a proven technology other than what has been developed by the OEM, however Provectus does have a network of product distributors. � Unmanned Systems Source LLC is the sole U.S. distributor for Provectus, with the ability to add a design package that allows the J8 Atlas to operate in severe outdoor conditions.� This includes A.I. that enables unhindered autonomous operation in severe outdoor conditions and areas of vegetation such as tall grass, weeds, and small trees, which meets military application.� The Persistent Systems brand MPU 5 radio is the DoD directed radio for this application and Unmanned Systems also has the ability to modify the MPU5 solution to work for their design application. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 336111 which has a size standard of 1,500 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than August 3, 2020 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
