- DESCRIPTION:� The Naval Air Warfare Center - Aircraft Division Procurement Group at Patuxent River, MD issues this pre-solicitation notice for the construction of a single story office building.� The building will be approximately 12,000 sq ft and located at Webster Outlying Field in St. Inigoes, MD. The estimated contract duration is 365 calendar days.� TYPE OF CONTRACT AND NAICS:� The proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR Part 14, Seal Bidding Procedures.� The Government will furnish all plans/technical documents with the Invitation for Bid (IFB).� The NAICS Code applicable to this requirement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $39,500,000.00. MAGNITUDE OF CONSTRUCTION:� In accordance with FAR Part 36.204, the estimated magnitude of construction is between $5,000,000 and $10,000,000.� TYPE OF SET-ASIDE:� The requirement will be solicited under full and open competition.� ANTICIPATED SOLICITATION RELEASE DATE:� It is anticipated that the solicitation will be posted on or around 25 September 2020 with bids due around 26 October 2020.� If a site visit is determined necessary, site visit details will be included in the solicitation.� SOLICITATION WEBSITE:� The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Contracting Opportunities website, http://www.beta.sam.gov.� To download the solicitation for this project, contractors are required to register at the Contracting Opportunities website at http://www.beta.sam.gov.� Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offeror�s responsibility to check the website periodically for any amendments to the solicitation. REGISTRATION: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective bidder.
