Description
ON-CALL FLEET AIRCRAFT MAINTENANCE FOR UNITED STATES PARK POLICE (USPP) IN WASHINGTON D.C. PRESOLICITATION NOTICE SOLICITATION 140D8020R0021 This is a Presolicitation Notice Only. Proposals are not being requested at this time. The Interior Business Center (IBC)/Acquisition Services Directorate (AQD) in Boise, ID, in support of the Department of the Interior's (DOI) Office of Aviation Services (OAS) has a requirement for helicopter maintenance services for Government-owned helicopters. This requirement is for a single award contract to perform scheduled and un-scheduled maintenance of Government owned aircraft in support of the U.S. Park Police in Washington, DC. Services shall include but are not limited to inspections, maintenance, preventative maintenance, rebuilding, alteration, repairs, painting, refurbishment, engineering services, parts manufacturing, servicing of airframes, engines, engine & component overhauls, rotors, avionics, appliances and parts in the vicinity of the aircraft�s reporting bases. There will be one solicitation. The Government anticipates awarding one (1) Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed unit price contract. The period of performance will be a base year plus 4 possible option years. Base year is approximately April 1, 2021 through March 31, 2022. The contract includes government unilateral options of renewal for an additional four (4) one-year options, approximately April 1, 2022 through March 31, 2026 in accordance with FAR 52.217-9, and the possibility of a six (6) month option extension in accordance with FAR 52.217-8. The anticipated issue date of the solicitation is September 24, 2020 with a projected closing date of October 26, 2020. The current contractor providing these services is Summit Aviation, Inc. under contract D17PC00205. The existing contract is valued at $9.5M and will expire by March 30, 2021. The contract was awarded for a base year and four (4) options years. Currently, only three (3) options have been exercised. It is a requirement that the successful awardee be registered in the System for Award Management (SAM.gov). This solicitation is full and open without any set asides under NAICS code 488190, Aircraft Maintenance and Repair Services (except factory conversion, factory overhaul, factory rebuilding). The solicitation will be posted on beta.SAM.gov website under Contract Opportunities.
