- NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Kingfisher Apex 96 DW, Smart Start KF APEX �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95020Q00311 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Life Technologies Corporation, 3175 Staley Road, Grand Island, NY 14072 for a Kingfisher Apex 96 DW, Smart Start KF APEX. This acquisition is conducted as non-competitive for a commercial item and is conducted pursuant to FAR 13.106-1(b)(1). (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2020-07, with effective date 08-31-2020. (iv)������ The associated NAICS code 334516 and the small business size standard is 1,000.�� This requirement is full and open with no set-aside restrictions. The unit has magnetic probes to process superparamagnetic particles or magnetic beads which are moved rather than having to move the liquids.� Purification and processing steps are performed in 96-well deep well plates, 96-well plates, 96-well�DW plates, or 24-well deep well plates with dimensions that match the configuration of tip combs that cover the magnetic rods. Protocols are selected from a GUI display using a tabbed format navigated via buttons on the instrument keypad. Custom protocols can be created from external software and downloaded to the instrument. Magnetic beads are mixed with target nucleic acids, proteins or cells, which bind to the specific coating of the particles or to the particles themselves. Particles are collected onto polypropylene tip combs that cover the magnetic rods, and are dipped into various reagents in deep well plates (96- and 24-well), standard plates or�DW plates for washing and incubation to remove contaminants. Plates containing the reagents are automatically moved into position under the magnetic head using an 8 position turntable. The final step is the discharge of the particles into an elution reagent plate where high-quality purified molecules are released for use in a variety of downstream applications. The magnetic automated processor is an open platform capable of using any manufacturer�s magnetic particle-based kits and associated protocols and is not limited to running only one kit supplier�s chemistry systems, encouraging protocol development and include cost savings for the end user. The unit shall have a full one-year warranty against manufacturing defects. In-laboratory service and service agreements shall be available and provided by fully trained service engineers. Salient characteristics: 1. The final step is the discharge of the particles into an elution reagent plate where high-quality purified molecules are released for use in a variety of downstream applications. 5.� Processor eliminates hands-on processing such as ethanol precipitation, phenol/chloroform extraction, centrifugation or column purification thereby freeing staff from the continuous physical strain of manual aspirating, pipetting or decanting of liquids to perform more productive tasks and maintaining health and safety of scientific staff. 6.� �The magnetic automated processor is an open platform capable of using any manufacturer�s magnetic particle-based kits and associated protocols and is not limited to running only one kit supplier�s chemistry systems, encouraging protocol development and which can include cost savings for the end user. 7.� The unit shall have a full one-year warranty against manufacturing defects plus and additional second year service contract including preventative maintenance. 8.� In-laboratory service and service agreements shall be available and provided by fully trained service engineers. (vii)����� The Government anticipates award of a firm fixed-price purchase order for this acquisition and the anticipated delivery date is 90 days after receipt of the order.� Delivery will be f.o.b. destination. The place of delivery and acceptance will be 35 Convent Drive, Bethesda, MD 20892. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
