Description
STATEMENT OF WORK BACKGROUND The mission of VA s National Center for PTSD (NCPTSD) is to advance the clinical care and social welfare of America's Veterans and others who have experienced trauma, or who suffer from PTSD, through research, education, and training in the science, diagnosis, and treatment of PTSD and stress-related disorders. We generate, collate, synthesize, disseminate, and promote implementation of the best information about PTSD. The lifetime prevalence of PTSD among adult Americans is estimated to be 6.8%. The prevalence of PTSD has been found to be higher in the Veteran population. (Vietnam Veterans estimated at 30.9% for men and 26.9% for women; Gulf War Veterans estimated to be 10.1% and Afghanistan and Iraq Veterans estimated at 13.8%.) According to the National Center for Veterans Analysis and Statistics, the Veteran population is about 22 million. Of these, 8.92 million are enrolled in the VA Health Care System. 1.Project Purpose, GOALS and target audience The overall purpose of this project is to support the Vagus nerve stimulation (VNS) research project. VNS is a minimally invasive, FDA-approved neuromodulation tool that is currently used for treatment-resistant neuropsychiatric disorders, such as epilepsy, depression, and migraine. Extensive pre-clinical and clinical evidence has demonstrated a role for VNS in treating extant inflammation, which has been linked to depression, generalized anxiety disorder, panic disorder, and posttraumatic stress disorder (PTSD). The goals of contract are to: Support the rodent activities that have been approved in this research study. In rodent models of PTSD, VNS has been shown to effectively reduce anxiety and hyperarousal, and increase fear extinction, supporting its use to enhance exposure-based therapies for PTSD. It is currently unknown whether cervical VNS will be similarly effective for inflammation and PTSD symptoms experienced after neurotrauma. 2. APPLICABLE DOCUMENTS Holtzheimer proposal. 3. SCOPE OF WORK The NCPTSD has a requirement purchase the following pieces of equipment in order to conduct the research study proposed in the Holtzheimer proposal: Bussey Mouse Chamber, software, lenses, controller, monitors, recording package as listed in the Lafayette proposal. 4. PERFORMANCE DETAILS 4.1 PERIOD OF PERFORMANCE The period of performance is for the purchase and set up of the Bussey Mouse Chamber and systems. Any work at the Government site shall not take place on Federal holidays or weekends, or OPM-directed closing unless directed by the Contracting Officer (CO). If applicable, work hours will be from 8:00 a.m. 4:30 p.m., Eastern Standard/Daylight Time (EST/EDT) 4.2 PLACE OF PERFORMANCE Tasks under this SOW shall be installed in B44 of the VAMC, White River Junction, VT location. 4.3 TRAVEL Travel will be required to set-up the equipment. 4.4 POST-AWARD KICK-OFF MEETING Within 10 business days of contract award, the Contractor shall coordinate with the VA Contracting Officer Representative (COR) and the Contracting Officer (CO) to conduct a Project Initiation/Kickoff meeting with VA. The meeting shall initiate the communication process between VA and the Contractor and shall be via conference call. The purpose of this meeting is to: 1. Introduce the contractor personnel performing work related to this requirement; 2. Provide a timeline of equipment installation. 3. Review proposal details. 4. Complete standard administrative tasks. 5. GENERAL TASKS, DELIVERABLES AND REQUIREMENTS Equipment installation and setup. 6. SPECIFIC TASKS, DELIVERABLES AND GENERAL REQUIREMENTS None 7. DELIVERABLES OR REPORTING REQUIREMENTS The Contractor shall perform the tasks and provide the specific deliverables described below within the performance of period stated in Section 4.1 of this SOW.
