Description
The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award, on a sole source basis, a Firm Fixed Price (FFP) contract to Innovital Systems, Inc., for up to 560 Gunner Seat Isolator system kits, that meet the specified requirements for the MH-60S Next Generation Gunner Seat (NGGS). The proposed contract actions for the Isolators are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-2, �Unusual and Compelling urgency�� The Government needs the first lot of Isolators by 31 January 2021 in order to meet the fleets� urgent need.� Innovital Systems is the sole designer, developer, and manufacturer of a passive vibration isolation system designed to greatly reduce vibration transmitted from aircraft structure into the Navy�s NGGS.� The system was initially conceive under an SBIR and qualified under the Office of Defense�s Rapid Innovation Fund Program. Each of the contract awards was competitively bid. The Navy sought the demonstration of a passive vibration isolation system with the capability of reducing vertical vibration transmitted through the NGGS seat.� The navy required that the system demonstrate: 1) a minimum reduction of vibration transmission of 50%, 2) performance across a corridor of occupant weights ranging from 135-288 pounds, 3) maintenance of crash impact protection effectiveness of the baseline NGGS, 4) demonstration of a minimum lifecycle of 10,000 flight hours, and 5) integration into the NGGS without a call for redesign of the seating system.� Innovital System�s isolation system met this threshold. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement.� The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.� No phone inquiries will be entertained.� Responses shall be made in writing by E-mail to the attention of Mr. Dale Coon or Mr. Jamie Billig using the contact information provided in this synopsis.
