- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures and FAR Part 12--Acquisition of Commercial Items. The solicitation number is NIH-NIMH-CSS-20-004422 and the solicitation is issued as a request for quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 - Analytical Laboratory Instrument with a Size Standard of 1,000 employees. SET-ASIDE STATUS This acquisition is set aside for small businesses. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures and FAR Part 12�Acquisition of Commercial Items and IS NOT to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-07, effective August 3, 2020. The resultant contract will include all applicable provisions and clauses in effect through this date. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The National Institute of Mental Health, Section on Light and Circadian Rhythms requires the Chromium Next GEM Single Cell 3' GEM, Library & Gel Bead Kit v3.1 for rapid single-cell RNA-seq library generation. PURCHASE DESCRIPTIONS 10X Genomics Chromium Next GEM Single Cell 3' GEM, Library & Gel Bead Kit v3.1 � Salient characteristics: � Generates single cell information from tens of thousands of transcripts per cell. � Upgrades existing short read sequencers to generate cell by cell 3� mRNA counts for thousands of cells per run. � Produces up to 100K individual nanoliter reactions coupled with ~750,000 unique molecular barcodes � Allows detection of differential gene expression between individual cells. � Provides stand alone and turn-key analysis pipelines and visualization software; open source data analysis tools for rapid processing of Illumina sequencing data � Enables single cell 3� counting of mRNA at 100X reduction in price compared to commonly used single cell platforms � Prepares up to 80,000 cells for single cell library preparation in 7 minutes Quantity: Chromium Next GEM Chip G Single Cell Kit, 48 rxns� (5 kits) Chromium Next GEM Single Cell 3' GEM, Library & Gel Bead Kit v3.1, 16 rxns (5 kits) DELIVERY REQUIREMENTS/PERIOD OF PERFORMANCE Government's Anticipated Delivery: Within 60 days following the award of the contract. Place of Performance Porter Neuroscience Research Center Bldg 35, Bethesda Main Campus 35 Convent Drive Bethesda, MD 20892 The Loading Dock hours are as follows: 8:00 am to 4:30 pm Eastern Time, Monday through Friday except on Federal holidays. All products delivered must contain a Packing Slip (with serial numbers as applicable). Contract Type The Government intends to issue a firm fixed price purchase order for this requirement. Invoicing shall be on a NET30 basis and payment shall be made via Electronic Funds Transfer (EFT). Response Format Responses to this solicitation must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. The item(s) in this request for quotation is identified as the manufacturer�s brand name. The brand name purchase description reflects the characteristics and level of quality that will satisfy the Government�s needs. The salient physical, functional, or performance characteristics that �equal� product must meet are specified in the scope of work or purchase description. Respondents proposing an equal product of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. In addition, the quote must provide their company name, Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� EVALUATION STRATEGY The Government will award a fixed price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) offer.� To be technically acceptable, the offer must satisfy the requirements outlined in the Purchase Description including salient characteristics, quantity, delivery and warranty requirements. The provision at FAR clause 52.212-2, Evaluation � Commercial Items, applies to this acquisition. �(a) The following is an addendum to 52.212-2. Responses received to this Combined Synopsis/Solicitation will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. �Responses will be evaluated based on contractor's ability to meet the government's essential requirements stated in this notice and on ability to deliver required supplies. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be ""technically acceptable"" or ""technically unacceptable� based on the evaluation of responses to determine if, as submitted, the proposal is technically acceptable. �(b) Options. N/A �(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful �offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. IMPORTANT NOTE TO OFFERORS: PLEASE ENSURE THAT YOUR RESPONSE MEETS THE FORMAT REQUIREMENTS AND SPECIFICALLY ADDRESSES EACH ELEMENT OF THE REQUIREMENT. SUBMISSIONS MUST INCLUDE BOTH A TECNHICAL PROPOSAL AND A SEPARATE PRICE QUOTATION/COST PROPOSAL. CONTRACTORS NOT SUBMITTING BOTH A TECHNICAL PROPOSAL AND A SEPARATE COST PROPOSAL/PRICE QUOTATION SHALL NOT BE CONSIDERED.
