- THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO CHARM-TEX INC. FOR MATTRESSES WITH BUILT IN PILLOWS AND CLEAR VINYL COVERS The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price contract on a sole source basis to Charm-Tex Inc. (Address: 1618 Coney Island Ave, Brooklyn, NY 11230; CAGE Code: 3PPQ5) for mattresses with built in pillows and clear vinyl covers. This is a high-volume use item and must be delivered as quickly as possible. The mattresses must be 25� x 75� x 4�, certified fire resistant, and 100% sealed seams, with no thread to break or tamper with.� The cover must be fluid and stain resistant.� It must contain a built-in tamper resistant breathable vent that can allow air through but not fluids.� This requirement considered commercial services that will be acquired using FAR Part 12 and FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b), Soliciting from a single source. Market Research conducted by OAQ and ERO, determined there were other mattresses on the market, however, keeping uniformity in this product allows the warehouse and detention centers to standardize their process, keep consistent quality control, and reduce size and standard fluctuations.� OAQ and ERO has completed extensive research and used previous experience to determine other sources for the mattress need. Based on the market research, there were no other sources able to provide this product and keep uniformity in the product. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 9:00 AM Eastern Standard Time on 08�September�2020 by email to Amy.Dallaire@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state �Response to Notice of Intent � Clear Mattresses� All information submitted should support the offeror�s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification Systems (NAICS) code is 337910 � Mattress Manufacturing.
