Description
This is a combined synopsis/solicitation for a commercial item - NIR single-photon detector prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 89243320QFE000202 is issued as a Request for Quotation (RFQ) and is available for downloading on FedConnect https://www.fedconnect.net/Fedconnect/. The North American Industrial Classification System (NAICS) code 334516 for this effort is standard is 1,000.� All responsible business sources may submit a proposal which shall be considered by the agency. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), located at 3610 Collins Ferry Rd, Morgantown, WV 26507-0880 has a requirement for the purchase of NIR single-photon detector. Specs for the NIR single-photon detector Qty 2: 1. Dark Count Rates of <3kHz at 20% Quantum Efficiency, 1.5kHz at 15% QE, 0.8kHz at 10% 2. Standalone time-correlated single-photon counting (TCSPC) module with 4 inputs and 4 outputs; Capable of generating gating signal 3. Detectors and TCSPC electronics are in separate enclosures 4. include Power cord C13, 2.5m - United States 5. include all shipping cost� �� EVALUATION: Selection will be based on the vendor�s proposal that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors shall submit descriptive literature detailing features, technical capabilities.� Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the above specification requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the proposal as meeting technical acceptability. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers, without reference to the originating sources. This is an electronic RFQ therefore no hard (paper) copies of the RFQ and related documents will be made available. Questions relating to this solicitation must be submitted in writing to Shannon.Lynch@netl.doe.gov before September 11, 2020 by 16:00 PM ET. At NETL�s discretion, NETL may provide written responses to the questions as appropriate. Any such responses will be posted by NETL via an amendment to the solicitation. Offers must be submitted in accordance with the requirements of the RFQ and be received not later than 16:00 p.m. Eastern Local Time on September 18, 2020.
