Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is 75N95020P00551 and the solicitation is issued as request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. Humans self-administer nicotine, a key substance contained in tobacco products, by inhaling smokes or vapor (i.e. aerosol).� To investigate the neurobiological mechanisms of nicotine self-administration, The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) requires a device that facilitates a study of nicotine self-administration via the inhalation route in rodents, a method that mimics how humans self-administer nicotine. The Neurocircuitry of Motivation Section (NMS) aims to understand neural circuits that mediate compulsive behaviors such as drug-taking and drug-seeking behaviors.� NMS uses rodent models to achieve this goal.� The intravenous administration method has been used extensively to induce drug self-administration behavior.� However, humans do not self-administer nicotine through the intravenous route, but the inhalation route.� To mimic human administration method, NIDA requires a device that enables its subjects to self-administer nicotine via the inhalation method and to perform operant conditioning procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, dated 05-06-2020. NAICS Code: The North American Industry Classification System (NAICS) code is 334519, Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. This requirement is a total small business set-aside. Only those socio-economic business concerns that meet the NAICS code size standard will be considered for the award. Line Items: Through this procurement NIDA anticipates a single award, firm fixed price purchase order for the e-Vape self-administration inhalation chamber system for mice and component parts as described in Attachment 1 � Purchase Description. It is anticipated that the warranty and support services shall consist of a 12-month Base Period, which will begin upon receipt of the items. Below is a table that contains the line item number and description of the requirement for the anticipated award of the Base Period. Line No. 1 - One (1) e-Vape self-administration inhalation chamber system along with the following component parts: Four (4) self-administration chambers; Eight (8) nose pokes;�8 Behavioral conditioning cue-lights; 4 Vapor generators (one for each chamber); and�2 Hakko 25 (or equivalent) vacuum pumps with HEPA filters. Line No. 2 - Shipping, Delivery, and Installation. PLEASE REFER TO THE ATTACHMENTS FOR THE ENTIRE COMBINED SYNOPSIS /SOLICITATION DOCUMENTS, INSTRUCTIONS AND SOLICITATION ATTACHMENTS.
