- Description
- In accordance with FAR 5.202(a)(13), the requirement for synopsis has been waived.� The solicitation, N66604-20-Q-8586, is released and attached.� This announcement constitutes the only solicitation and this solicitation will be open for less than 30 days, in accordance with FAR 5.203(b).� Request for Quotation (RFQ) number is N66604-20-Q-8586. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to Scripps Institution of Oceanography, University of California San Diego (Scripps) 8622 Discovery Way Rm 116, La Jolla, CA 92093-1500 (CAGE: 7H459) for the services outlined in the Statement of Work in the attached solicitation.� Scripps is the only source with the required expertise and experience to execute the required design study within the required timeframe.� Scripps was involved in a previous phase of this study, and therefore has unique prior knowledge of the PADRES dataset and equipment involved.� Awarding to another vendor would result in duplication of work, which would cost additional money and delay the project by six months.� As such, award is required to Scripps to ensure the program remains on schedule and the Government does not incur additional costs without additional benefit. The estimated Period of Performance will be from date of award through June 30th, 2021. This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP).� The applicable NAICS Code is 541715; the size standard is 1,000 employees.� This notice is not a request for competitive proposals.� All responsible sources may submit a capability statement, which will be considered by the Government.� A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� The offeror shall include all data and information required for evaluation (e.g. labor rates, number of hours, indirect costs).� The Offeror shall also provide a total price for all CLINs.� The Government will evaluate proposed prices by performing a price analysis in accordance with FAR 15.404-1(b) procedures. Responses to the attached RFQ N66604-20-Q-8586 must�be received by 2:00PM EST on Thursday, September 10, 2020.
