- SOURCES SOUGHT NOTICE Mass Flow Generator System This is a SOURCES SOUGHT NOTICE ONLY. This is NOT a solicitation for proposals or quotes and does not obligate the Government to award a contract. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposal (RFQ) at this time. Responses to this Notice must be in writing. The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of Small Business firms to provide the supplies/services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement as well as your existing customers (i) any GSA Schedule numbers and expiration dates and (j) if you accept credit cards. ARS will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these supplies. The USDA, ARS, Conservation and Production Research Lab � Bushland, TX has a requirement �for an integrated system for controlling air flow rate within four large animal respiration chambers. The unique requirements of the product are: The location requires a supply purchase of an integrated system for controlling air flow rate within four large animal respiration chambers. The air flow system shall consist of a) four (4) high flow-rate, PID modulated mass flow generators, b) a four channel thermocouple meter, c) universal interface for data acquisition and instrument control, and d) data acquisition and analysis software at the Conservation and Production Research Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012. The location currently has and utilizes four Sable Systems mass flow generators and software on their �existing animal chamber system. The need for a second backup set of four mass flow generators from Sable Systems International is imperative in order to be compatible with the current mass flow generators to utilize in furthering the studies of emissions using animal respiration chambers. The technical requirements are as follows:� High Flow-Rate Mass Flow Generators: There shall be four (4) mass flow generators Each mass flow generator shall have an operating range of 400 to 2000 liters of air per minute, with resolution of 1 liter per minute and accuracy of 2% of full scale Each mass flow generator shall have a proportional-integral-derivative (PID) modulated rotary pump Each mass flow generator shall have capability of being rack-mounted, with maximum dimensions of 15 inches (height), 14 inches (depth), and 23 inches (width), and maximum weight of 25 pounds Each mass flow generator shall operate at both 120 and 240 volts AC Each mass flow generators shall have analog outputs (0-5 volt) from front panel, and digital outputs (RS-232 serial) Four Channel Thermocouple Meter: Temperature range -100 to 125 degrees Celsius Accuracy 0.2 degrees Celsius Resolution 0.01 degrees Celsius Thermocouple type � T Digital filtration range 0 to 50 seconds Increment Rate 0.2 seconds Resolution 16 bits Connector type:� BNC Digital panel display, with 4 x 16 alphanumeric LCD External Power:� 12 to 24 volts DC, universal adapter to be supplied Maximum dimensions 8 inches (width), 10 inches (depth), 6 inches (height) and maximum weight of 5 pounds Universal Interface for Data Acquisition and Instrument Control: Two analog outputs with 12 bit resolution, 0 to 5 volt One counter, with 16 bit, and rollover at 65536 counts Eight digital outputs, with 0 volt off and 5 volt on Operating temperature of 0 to 50 degrees Celsius Digital alphanumeric LDC panel display Serial input/output with RS-232 USB compatible for Microsoft Windows 10 Maximum dimensions 8 inches (width), 8 inches (depth), and 5 inches (height), and maximum weight of 3 pounds Data Acquisition and Analysis Software: Operates on MS Windows 10 Software shall have interactive graphical analysis system Advanced macro capabilities for performing multiple complex transformations On-board tutorials and application-specific instructions Statistical capabilities to include mean, standard deviation, standard error of mean, area, linear regression, slope, intercept Data export directly to MS Excel, tab delimited text, or comma delimited text The NAICS Code for the expected acquisition is 334516, with a Size Standard of 1000 employees. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13.
