Description
The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) proposes to enter into a contract on a basis of other than full and open competition for the Information Technology Laboratory, Applied and Computational Mathematics Division (ACMD).� NIST intends to negotiate on a sole-source basis with OZ Optics Limited of Ottawa, ON, Canada, under the statutory authority permitting other than full and open competition of 41 U.S.C. 3304(a)(1) implemented by the Federal Acquisition Regulation (FAR) Part 13 for a Photon Source. A quantum networking testbed has been identified as the major thrust of NIST�s grand challenge in response to the proposed National Quantum Initiative (NQI). ITL is poised to take a leading role (in close collaboration with other labs) in this grand challenge by implementing a quantum network testbed. The goal of the ITL testbed will be to test the performance of components (such as detectors, sources, memories and so on) in a real-life quantum network setting. ITL�s Applied and Computational Mathematics Division (ACMD) has extensive quantum component development experience through the Quantum Communications and Networking project. ACMD also has some of the best quantum theory expertise available with current staff. Together we are working to establish a quantum extension of the PNI called the Platform for Quantum Networking Innovation (PQNI). The quantum network and network testbed will cover a range of wavelengths but will be optimized for the wavelength suitable for telecommunications for low-loss and long-distance transmission in optical fiber (such as 1310 nm and 1550 nm). For this project, NIST requires various sources and detectors to form part of the quantum nodes. The TPOC has identified a new product that generates ultra-broadband (over 60 nm) entangled photon pairs and operates at the ideal 1550 nm telecom band (degenerate wavelength is 1566.31 nm) based on the novel process of periodically poled fused silica fiber (PPSF). This is a unique product � and is only available directly from the manufacturer (OZ Optics). The source will provide entangled photon pairs of photons for the direct study of our quantum network testbed. This is a commercial product but will have customized features according to our requirements. The system shall be accompanied to a broadband multiplexer/demultiplexer (MUX/DEMUX). This system will greatly increase our ability to characterize a broad range of wavelengths (yet within the optimal telecom bands) of our quantum network.� The PPSF source is designed and manufactured solely by OZ Optics. They have no resellers and sell directly to customers. In addition, the PPSF source technology is proprietary to OZ Optics. OZ Optics Limited is uniquely qualified to provide the photon source required to fulfill the mission of the division. The North American Industry Classification System (NAICS) code for this acquisition is 334516 -Analytical Laboratory Instrument Manufacturing. The small business size standard associated with this NAICS code is 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by September 8, 2020 will be considered by the Government.
