Announcement Number: NFFM7320-20-03591 Project Title:� Continued Development of Vertical Line Model and Analytical Services to support the Atlantic Large Whale Take Reduction Plan NOTICE OF INTENT TO AWARD SOLE SOURCE: Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC), Protective Species Branch (PSB) located at Woods Hole, Massachusetts intends to negotiate on a sole source basis with Industrial Economics Inc., Cambridge, MA under Simplified Acquisition Procedures in accordance with FAR Part 13, and Other Than Full and Open Competition as authorized by FAR 6.303 for the continuation of services with a proprietary analytical model to support NMFS conservation and management efforts under the Atlantic Large Whale Take Reduction Plan. The North American Industry Classification Code (NAICS) for this acquisition is 541620 with a business size standard of 16.5 million. This notice is not a request for quote/proposal and no solicitation will be issued. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than 8 Sept 2020 at 11:00AM (EST).� The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available.
