- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Response must be received NLT:� Monday, 14 September 2020 at 1:00PM CST. Questions must be received NLT:� Thursday, 3 September 2020 at 1:00PM CST. Submit written offers only, oral offers will not be accepted.� Please respond to this RFQ by providing the following information in this document and returning one (1) copy to the POC�s email. The North American Industry Classification System (NAICS) code for this project is 335312, and Product Service Code (PSC) is 6130.� The Size Standard for this NAICS is 1,250 Employees.� Evaluation of commercial items in accordance with FAR 52.212-2 will be utilized using lowest price technically acceptable.�� This acquisition is solicited as 100% set-aside for small business concerns only. The contractor shall provide all labor, equipment, materials, tools, parts, shipping and all other items necessary to provide a product and complete the work described in the attached Statement of Work. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, Effective: 31 August 2020. FAR 52.212-1, Instructions to Offerors - Commercial Items (DEVIATION 2018-O0018)(Oct 2018). Addendum to 52.212-1, Instructions to Offerors � Commercial Items (JUN 2020) 1.1� Addendum to FAR 52.212-1(b), Submission of offers.� Offeror shall submit an electronic copy of their dated offer via e-mail to: autumn.tucker@us.af.mil or stephanie.mccullough@us.af.mil with the solicitation number in the subject block. Submit a dated Offer Schedule marked with solicitation number FA441720Q0131. Facsimile offers will not be accepted.� In addition to the items required by 52.212-1(b), the offeror shall complete the Vendors Information and Vendors Offer Information at the end of this Solicitation.� This information shall be submitted with the offer. 1.2� Addendum to FAR 52.212-1(c), Period for acceptance of offers.� This paragraph is tailored to read as follows: The offeror agrees to hold the prices in its offer firm for 60 days from the date specified for receipt of offers. 1.3� Addendum to FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawal of offers.� This paragraph is tailored to read as follows: Offerors are responsible for submitting electronic offers by the solicitation due date and time.� Offers received after the solicitation due date and time are considered late and will be handled in accordance with FAR 52.212-1(f). 1.4� All questions regarding this solicitation must be emailed to autumn.tucker@us.af.mil. 1.5� Offerors shall complete the Vendor�s Offer Information and Vendor Information tables at the end of this Request for Quotation and submit with offer by the established due date and time. 1.6� Offerors shall provide a representation regarding use of telecommunications equipment or services by completing FAR Provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, and submit with offer by the established due date and time. FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate offers: (i)�Technical Acceptability (ii)�Price The Government will award a FFP contract to the Lowest Priced Technically Acceptable offer.� Offers will be determined technically acceptable if the quote meets all of the requirements of the Statement of Work and this combined synopsis solicitation. Not all offers will be evaluated for technical acceptability.� The lowest price offer will be evaluated, if the offer is determined technically acceptable, no other offers will be evaluated for technical acceptability.� If the lowest price is not technically acceptable, the second lowest price will be reviewed.� So on and so forth. c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
