- AMENDMENT TO RLP VA242-14-R-0543: FULTON-MONTGOMERY CBOC This RLP is amended to include language addressing routine disinfection procedures in leased space. This LEASING ALERT (LA-20-10) -Revision to Janitorial Services for Leases to include Routine Disinfectant Requirements replaces LA-20-06. This leasing alert and its attachments 1 and 2 are mandatory and apply to all GSA real property leasing activities and to activities delegated by GSA to other Federal Agencies. Attachment 1: Revised RLP and Lease Language attached Attachment 2: Submittal-Disinfection Rental . attached. Note: This amendment also addresses questions asked by prospective Offeror s. See below. As a result of these issues, the due date for proposal has been extended to SEPTEMBER 30, 2020 QUESTIONS AND ANSWERS PERTAINING TO RLP VA24217R0543: FULTON-MONTGOMERY CBOC 1 - How detailed are you looking for the TICS form to be filled out? RESPONSE: Each Division of the TICS spreadsheet is expected to be detailed. For example, total material cost items must show quantity and unit price, not just the total cost. Likewise, total labor costs must show labor hours and labor rate, not just the total labor cost. We are not expecting that you will count every nuts and bolts, but the TICS table must be completed to the maximum extent practicable, so that the VA can make an assessment of the overall tenant improvement costs. 2 - How will Operating cost adjustments be handled over the lease term? (such as real estate tax adjustments) RESPONSE: The VA will pay its proportionate share of the increase in real estate taxes over and above the base year. Operating cost adjustments is a negotiated item. 3 - Is a firm 10 year term possible? It will be much easier to spread out costs over a longer period. RESPONSE: Understood, but GSA delegation authority requested and granted is for five (5) years firm term and five (5) years soft term. 4 - There are a lot of items crossed off in the lease. Is it the VA's intention to make a lump sum payment once the space is completed or spread the TI costs out over the term of the lease? RESPONSE: The VA intends to make a lump sum payment once the space is completed and certificate of completion issued. 5 - Kevin Sandel Bldg 67 with the Albany VA was our facility manager for a number of years and mentioned he would be happy to do a past performance report. Kevin indicated that he would like to have the report sent to his attention directly from the contracting officer. RESPONSE: Past performance questionnaire will be sent to Kevin Sandel.
