Description
Introduction:� The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy�s primary national laboratory for renewable energy and energy efficiency research and development.� NREL develops renewable energy and energy efficiency technologies, advances fundamental science and engineering, and transfers knowledge and innovations to address the nation�s energy and environmental goals. The campus is managed�by the�Alliance for Sustainable Energy, LLC. The Alliance for Sustainable Energy, LLC (hereinafter called �Alliance�) has entered into Contract with the Department of Energy (hereinafter called ""DOE""), an agency of the U.S. Government (hereinafter called ""Government""), for the management and operation of the National Renewable Energy Laboratory (hereinafter called �NREL�). All references to ""NREL"" in this Sources Sought shall mean the Alliance for Sustainable Energy, LLC. Background:� Over the past several years the research mission at NREL�s Flatirons Campus (FC) has expanded to include multiple renewable energy technologies and the integration of the technologies into the electrical grid.� Recently, the mission has grown to include DOE�s Advanced Research on Integrated Energy Systems (ARIES) and Integrated Electrical Systems at Scale (IESS) initiatives.� With all of these new technologies being integrated with each other and with the site being connected to other NREL, DOE and academic campuses through IESS, the FC is in need of a new facility to support the management, data collection and coordination of these research assets. NREL�s Flatirons Campus Control Center Facility (CCF) will be focused on operational control and monitoring of IESS research projects utilizing research assets at the Flatirons Campus as well as at NREL�s ESIF (at the STM Campus) and at other national labs, universities, and other research institutions around the world.� The CCF will provide computing and data visualization capabilities to support research data acquisition, analysis, and visualization as integrated real-time experiments are conducted across multiple sites� The facility would be designed with future expansion potential, though no specific plans or timeframe are available at this time for such an expansion.� For further information on ARIES please visit the following link: https://www.nrel.gov/aries/� Work Scope: The CCF is expected to be a two-story building of about 6,000 sf with control rooms, a data center, conference rooms, a 2-D visualization room, and support spaces.� The building will be located north of the main road and east of the 5 MW Dyno building.� The FC site and utilities will be expanded to support the new building.� Renewable energy technologies will be considered to provide power for the building.� The design will align with current IBC codes, NREL standards and the Design Guidelines to meet NREL Sustainability Requirements for New Construction. The main components of this design effort are: Integration with the NREL project team for concept development and schematic design. Design development document submission for NREL review at the 50%, 90% and Issued for Construction design levels. Design support during the construction phase. � Objective:� NREL is seeking information from design firms (Subcontractor) in order to identify qualified candidates to be considered to receive a Request for Proposal (RFP) for design services of new Control Center Facility located on the NREL Flatirons Campus located in Louisville, Colorado.� It is anticipated that a RFP will be issued within 60 days from the date of this request. Desired Capabilities:� The Subcontractor shall possess the capabilities to provide design and engineering services necessary to provide a complete design for a world class research facility encompassing NREL�s mission, research initiatives and sustainability goals. Qualification/Submission Requirements:� Interested subcontractors shall complete attached forms SF 254 and SF 255 and provide examples of successfully completed projects related to research and collaboration facilities, data centers, or visualization capabilities similar in scope to the proposed project. In addition to the above, interested subcontractors shall provide, if possible, examples of project experience working with state or federal agencies.� Indicate project workload for proposed team members and availability to start work on the project once a contract is executed. Subcontractors with a local business presence (within 100 miles of the NREL Flatirons Campus site) and knowledge of the locality of the project are preferred. Potential construction budget range of magnitude:� $4,000,000.00 - $7,000,000.00 North American Industry Classification System (NAICS) Code and Small Business Standards: For small businesses, please indicate in your response your firm�s small business status: HUBZone � SBA Certified, and/or Small Service-Disabled Veteran-owned, and/or Small Veteran-owned, and/or Small Disadvantaged, and/or Small Woman-owned, and/or NAICS (see below) The North American Industry Classification System (NAICS) codes for this solicitation are: Code-Classification-Size Standard 541310 - Architectural Services - $ 8,000,000.00 541330 - Engineering Services - $ 16,500,000.00����������������������� Amounts shown in the table above represent the corresponding small business size standard for each NAICS.� Dollar amounts are reflective of total annual receipts.� (�Annual receipts� of a concern means the annual average gross revenue for the last three fiscal years.)
