- This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. GSA is issuing a sources sought for the following renovation project at the Metcalfe Federal Building, 77 W Jackson Blvd, Chicago, IL, 60604, Chicago IL, 60604-3511, to determine the interest, availability, and capability of Small, Service Disabled Veteran Owned, 8(a), HUBzone, and Woman Owned Small Business concerns. The NAICS code for this procurement is 236220. The estimated construction cost is between $5 - $10 Million. The project is expected to be procured through a Construction Manager as Constructor (CMc) contract. The Commodity Futures Trading Commission (CFTC) Chicago office is currently located in a leased office location and the objective of this project is to consolidate their programs into federally owned space designed and constructed on the 7th and 8th floors of the Metcalfe building. The Metcalfe building is an existing PBS owned office building which was constructed in 1991 and is located in downtown Chicago within the central business district at 77 W Jackson Blvd.� The project also includes, but is not limited to the following list and options: (1) Design Phase Services; and (2) Construction Phase Work It is anticipated the Request For Proposal (RFP) will be posted to Federal Business Opportunities (beta.SAM.gov) in September 2020. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No additional information will be available before the solicitation is posted. This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. Market research is being conducted to determine if there are Service Disabled Veteran Owned, 8(a), HUBZone, or Woman Owned Small Businesses with the capabilities and experience to perform the required CMc work. All interested parties should submit a capabilities package to include business classification (i.e. SDVOSB, HUBZone, etc.), as well as examples of three CMc projects completed within the last five years with construction costs between $5M-$10M that included similar scope of work specified under this project, including projects in an occupied commercial or government owned facility and buildout/renovation of office space 28,000USF or larger.� Similar scope of work includes but is not limited to providing new and coordinating installation and tie ins to existing systems as necessary for new supporting building systems and components such as electrical power and lighting, mechanical, electrical and mechanical controls, plumbing, and FA, data/AV/phone, working in a high rise building, and coordinating with the building owner.
