- Centers for Disease Control and Prevention (CDC) TITLE: �Occupational Health Services Support to the CDC Occupational Health Clinic Introduction:� This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background:� The CDC Office of Safety, Security and Asset Management (OSSAM) and the CDC Occupational Health Clinic (OHC) work to ensure a safe and healthy work environment for CDC staff. Two OHCs in Atlanta, GA carry out this mission by delivering services to reduce occupationally-related health risks; treating occupational illnesses, exposures and injuries; providing first aid for non-occupational illnesses and injuries; preparing staff for deployments and travel abroad; and providing occupational health expertise to internal and external partners. Until recently, a third OHC in Fort Collins, CO carried out the same mission for staff within CDC�s Division of Vector-Borne Diseases (DVBD). Currently the only major CDC infectious diseases laboratory outside of Atlanta, GA, the Fort Collins site houses the DVBD and its four branches. Additionally, through various other Centers, Institutes and Offices within CDC, field assignees are embedded in state, local and territorial public health agencies. Field assignees may be geographically located closer to Fort Collins, CO than to Atlanta, GA and therefore may receive occupational health services in Fort Collins. Since the OHC in Fort Collins, CO has closed, the goal of the proposed acquisition is to provide occupational health services for DVBD staff and field assignees � in states and metropolitan areas that are closer to Fort Collins, CO than to Atlanta, GA � through a contract mechanism. Purpose and Objectives: �The purpose of this procurement is to provide a firm-fixed price contract to carry out occupational health services for CDC staff on the CDC Fort Collins campus and field assignees geographically located closer to Fort Collins, CO than to Atlanta, GA. Project Requirements: Contractor must be located in Fort Collins, CO. Provide quality services and working collaboratively with OHC staff to accomplish performance objectives. Provide the facility, all labor, supplies, materials, pharmaceuticals, and equipment to meet the outcomes and objectives of this effort unless otherwise stated. The NAICS code is 621999 - All Other Miscellaneous Ambulatory Health Care Services. Record and track the health and other information of CDC staff who receive occupational services and submit paper records to OHC in a manner that preserves the confidentiality and privacy of CDC staff. Provide routine Similar Exposure Group (SEG) or occupational-related surveillance services for CDC staff, such as medical and respiratory clearance physical examinations (related to routine clearances as well as Department of State medical clearances), immunizations, laboratory testing, phlebotomy, point of care testing, tuberculosis surveillance, and hearing tests. Provide infectious diseases exposure management, treatment of occupational illnesses and injuries, first aid for occupational and non-occupational injuries, and medical referrals. Perform comprehensive pre-travel consultations customized to the CDC traveler and his/her itinerary. Perform proper vaccine storage and handling procedures and sound vaccine management practices. Perform proper storage of medications and other health supplies. Complete quality assurance and performance improvement processes on an ongoing basis. Attend a virtual kick-off meeting one (1) month after contract award. Prepare monthly performance/status reports. Participate in monthly performance evaluation meetings with OHC staff. Prepare plans in support of performance requirements. Prepare a quality assurance and performance improvement/quality control plan.�� Provide support for meetings, video/teleconferences. Personnel Requirements: Personnel should be trained and licensed and have the expertise to meet the outcomes and objectives of this effort. Personnel should be experienced in providing occupational health services: routine medical clearances (Department of State and otherwise), emergency response clearances associated to the event and job role per protocol established by OHC, hearing tests, immunizations, first aid for occupational and non-occupational injuries, infectious diseases exposure management, treatment of work-related illnesses, medical referrals, tuberculosis surveillance, pre- and post-travel consultations, and Return to Work evaluations. Personnel should be experienced in appointment management, clinical documentation, pharmaceutical and non-pharmaceutical (e.g., vaccines, medications, medical supplies) inventory management, vaccine storage and handling, reporting, and quality assurance/quality improvement. Other Important Considerations: Must service CDC staff during CDC core business hours in Fort Collins: Monday through Friday, 9:00 A.M. to 4:00 P.M. for routine occupational health services and after hours for urgent occupational health services (e.g., accidental occupational exposures, clearance examinations in the event of public health emergencies). Must schedule routine appointments by phone, at least two days from the date of the phone call Monday through Friday during, at a minimum, core business hours of 9:00 A.M. to 4:00 P.M. Must establish a mechanism by which OHC leadership and on-call medical providers can refer CDC staff for urgent occupational health services during normal business hours as well as after hours. Experience investigating, treating, reporting, and documenting the following occupational incidents during and after normal business hours: post-travel illnesses, infectious disease exposures, needlesticks, and other illnesses and injuries. Oversight and direction of procedures with an emphasis on the needs of public health research laboratorians, public health international and domestic travelers, and public health emergency response deployers. Expertise in investigating and treating occupational incidents. Subject matter expertise in infectious disease exposures. Experience investigating, treating, reporting, and documenting non-occupational incidents. Must have a connection to CDC Safety Officers in Ft. Collins and Atlanta in order to report occupational incidents (injuries, illnesses, and exposures) and other safety-related issues. Must plan and implement annual influenza vaccination campaigns for CDC staff on the CDC Fort Collins campus. Anticipated Period of Performance:� The period of performance shall be up to 12 months from the contract award date. The performance period shall consist of a one (1) year base period and four (4) 12-month option periods. Capability Statement/Information Sought: �Please explain in detail your experience, knowledge and ability to perform the following: Capacity and approach to providing each of the personnel and project requirements and other important considerations listed above. Experience in each of the project requirements listed above. Experience providing occupational health services for CDC employees. Capacity and approach to working with OHC leadership and CDC Safety Officers in Fort Collins, CO and Atlanta, GA in order to report incidents and other safety-related issues. Capacity to service CDC staff in a timely manner during business hours and after hours, including evenings, weekends, and holidays. Technical approach for managing and reporting data. Note:� If the Offeror does not have any experience, please provide detail as to how the Offeror proposes to accomplish the objectives.
