DISCLAIMER �THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A �REQUEST FOR PROPOSAL (RFP)� TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� 1. The Contractor will provide wireless service and new devices (not refurbished) in support of 792 DISA approved smart phones with numbers, power supply and car charger.� The smart phone devices will support nationwide coverage, a local telephone number with unlimited voice, domestic data and text plan. The devices will also support unlimited secure email, text, and messaging services. All devices will be available for unlimited International calling and data.� Contractor will provide a method to manage via the web activation/deactivation of International Dialing Plans on all end-user devices. The contractor will provide a mechanism to exchange non-working devices.� Contractor will supply microcell capabilities within the lower level area of local Military Treatment Facilities, Customer Support Service Center or designated location in support of device activation and troubleshooting. Contractor will provide a mechanism to exchange lost or stolen devices 24/7/365.� Contractor will provide spare devices onsite 24/7/365.� Contractor will provide personnel onsite to change out devices currently in service at Government locations: Tripler Army Medical Center, Hawaii; Naval Medical Center, San Diego; Eisenhower Army Medical Center, Fort Gordon, GA. Alaska - Brook Army Medical Center, JBSA San Antonio or other designated Major cities and military treatment facilities.. 2. The Contractor shall provide wireless cellular capabilities (Voice, Data, Text) available through single or multiple carriers with the service plan to support end users throughout the United States and OCONUS.� Service must be provided within every major metropolitan area throughout the United States and designated International service locations as in 1.4.1c.�� Service coverage map must be submitted prior to award to verify coverage. 3.� The Contractor will provide uninterrupted cell phone service for 100 cell phones within every major metropolitan area throughout the United States.� International service should be available at minimum as designated here:� Guam, Korea, Japan, Germany, Italy, Canada (Montreal - Quebec - Toronto); United Kingdom; Norway; Iraq; Afghanistan; Western Europe; Australia; Africa (Uganda; Kenya).� Service coverage map must be submitted prior to award to verify coverage strength. Contractor will supply the government 100 smart (maximum one generation behind current Market availability) end-user cellular devices, chargers, cases and accessory bundles.� Contractor will only bill for devices that the government customer activates for a given month. Contractor will provide a mechanism to activate devices 24/7/365 within a time frame of 30 minutes or less. IE-Web-based Service. Contractor will provide a mechanism to exchange non-working devices.� Contractor will supply microcell capabilities within local Medical Treatment Facilities, Customer Support Service Center in support of device activation and troubleshooting. The systems will need to operate continuously, without degradation, for the life of the contract, as described above without failure.� In the event of a system failing during the period, resulting in a loss or degradation of signal quality the contractor shall repair or replace the failing component to ensure continued service.� Restoring a failure in the system will be considered meeting the requirements of this contract. �Contractor will ensure that all end-user devices will connect to the local Military Treatment Facility�s Distributed Antenna System.� The end-user devices must maintain 3 bars of service while within each of the designated MTF�s: Tripler Army Medical Center, Hawaii; Naval Medical Center, San Diego; Eisenhower Army Medical Center, Fort Gordon, GA. Alaska� Brook Army Medical Center, JBSA San Antonio all areas of the 4th Floor Consolidated Bed Tower (COTO) of the San Antonio Military Medical Center (SAMMC) facility, Battle Filed Trauma (BTH II) Bldg 3610 and Battle Health Trauma (BTH I) Bldg 3644 Virtual Medical Center. 4. Contractor will provide a mechanism to exchange lost or stolen devices 24/7/365. Voice, Data and Texting services are necessary on cell phones.� Contractor will provide spare devices onsite 24/7/365.� Contractor must provide �non� service affecting change out of all devices to include porting existing number in a timely fashion to mitigate impact on the patient care mission.� 5. The cost per cellular service contract shall include but is not limited to the following:� ����� Unlimited voice, text and data:� Additional line, Directory assistance call, International Service (as designated in 1.4.1c),� Unlimited International Data (as designated in 1.4.1c),� Accessories (car charger, protective phone case, clear protective cover, home charger, and duel mic-earphone combo. 6. During crisis declared by the National Command Authority or Overseas Combatant� Commander, the contractor will provide End User Pro Support Mission Critical Support which includes 24/7/365 with a four-hour (4 hour) response time to include support to resolve issues. Contractor will provide management an on-call contact phone number to call for support and a customer service internet link for reporting and creating a service ticket.
