- Description
- INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting quotations and subsequently awarding a Firm-Fixed-Price contract for a Sleep Bed and Mattress for the Veterans Affairs (VA) Long Beach Healthcare System. Acquisition of this item is part of the initial outfitting and activation of the new VA Long Beach Healthcare System located in Long Beach, CA. DESCRIPTION A contract is needed for the VA Long Beach Healthcare System for below listed equipment. **See attached Statement of Work (SOW) Item Number Item Description Quantity F2405 Bed, Residential, Full, Adjustable Basis of Design: Sizewise 6 F2405A Mattress, Full Basis of Design: Sizewise 6 ADMINISTRATIVE An oral quote will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be 100% set-aside for SDVOSB. The applicable NAICS code is 339113. There is an existing class waiver applicable to this requirement. Offerors will be required to submit their quotes electronically via email no later than 4 September 2020, 14:00 (Eastern). Products that are purchased outside of our authorized distributor network on the gray market generate a number of concerns such as: counterfeit or adulterated devices, inadequate storage conditions, tracking issues in case of a recall, loss of warrantee, and most importantly patient safety. In some instances unauthorized distributors procure products from an authorized distributor for resale. However, authorized distributors purchase products at list price, and the unauthorized distributors are reselling the product at a price point below list price, which raises questions about product sourcing. The oral solicitation will include the requirement that responders provide an authorized distributor letter that states the responder is an authorized dealer/distributor of the OEM for the items being procured such that all product warranties and service and/or preventative maintenance agreements transfer to the VA and will be honored by the OEM or guarantees that the OEM gives authorization to the responder to fulfill all warranty, service, and/or preventative maintenance obligations for the equipment. Vendors who are unable to supply proof of authorized dealer or distributorship will not be considered for award. All offerors who intend to submit a quote as a result of this synopsis shall request additional solicitation details in writing to the issuing office via email at: aimee.maxel@va.gov AND grace.kelly-burnsworth@va.gov.
