Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service, Wallops Command Data Acquisition Station, Wallops Island, Virginia intends to award on a Brand Name basis under the authority of FAR 13.106-1(b)(1)(ii)�as Emcore Corporation.� The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and Information Service (NESDIS).� The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDAS) at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data.� The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users. �NOAA Wallops Command Data Acquisition Station (WCDAS) purpose of this acquisition is to procure� fiber optic transmitters, receivers, power supplies and Chassis that will meet the operational requirements of the Wallops CDA Station�s 13 meter LEO antennas. The purchase of these units will replace operation units that are now obsolete and require an upgrade to continue to support the 13 meter LEO antennas.� This particular brand name is currently used and has been tested and proven to meet the technical specification requirements of the Wallops satellite tracking facility. The transmitter and receiver modules being requested are compatible with current EMCORE chassis and are interchangeable between antenna systems. These units are used to support the national critical Polar Orbiting Environmental Satellites (POES) spacecraft tracking operations at the Wallops Command and Data acquisition Station. The fiber optic transmit and receive package is a major component of the 13 meter antennas that are used to track the POES spacecraft. The EMCORE fiber modules are critical components used on the antenna and the ground station equipment when tracking satellites and must maintain the same form, fit and function as current equipment. The manufacturer has the documentation and test equipment to produce the requested items. TECHNICAL SPECIFICATIONS:� BRAND: EMCORE 16 ea. PN: MPN: OPT48100320; Transmit Modules: P/N OTS-1LT/S5-1303-SA-IC TX, 50-3000MHz SGC/MGC,SMA 50 Ohm,DFB 1310 nm 3 dBm (min),SC/APC. 24ea. PN: ORT48200980. Receive Modules: P/N OTS-1LSR/S5-SA-IC Rx, L-band, 50 Ohm SMA SC/APC. FOB: Destination��-� Split Shipments to Fairbanks, AK and Wallops Island, VA DELIVERY SCHEDULE: The Government�s requirement for delivery is 14 weeks from the date of award.� OFFER EVALUATION: The Award will be issued to the responsible Contractor that offers the Lowest Price Technically Acceptable (LPTA) to the Government.� Each quote shall be evaluated on an individual basis in accordance with the specifications and delivery as stated above.� In order to comply with the Debt Collection Act of 1966, all contractors must be registered in the central contraction registration (CCR) to be considered for an award of a federal contract.� For information regarding registration in CCR contact the CCR website at www.sam.gov.�� The Product Code for this requirement is 6030 and the North American Identification Classification System (NAICS) code is 334220.� The proposed contract action is for products for which the Government intends to procure under the authority of FAR 13.106-1(b)(1)(ii).� Interested persons may identify their interest, their capability and experience to meet the Government�s need by responding to the requirement or submit a proposal.� This notice is a request for competitive offers.� All offers must be received by September 11, 2020 at 4:00pm (ET) to be considered by the Government.� Inquires will only be accepted via email to donna.l.cohee@noaa.gov.�
